The City of Ankeny, Iowa is a rapidly growing community located on the north side of the Des Moines metropolitan area, and is consistently ranked as one of the fastest growing cities in the country. Since 2010, Ankeny has grown by nearly 30,000 residents, bringing the current population to approximately 73,000 people. Established nearly 125 years ago, Ankeny has a small historic downtown and pockets of older single family neighborhoods, but growth accelerated rapidly beginning in the 1980s and 1990s, and has continued at a rapid pace since that time. RFP Released at October 13, 2023 Scope of Work The successful bidder will accomplish the following objectives: 1. Identify and recommend the best land uses for the corridor, including undeveloped or underdeveloped parcels based on the Ankeny Plan 2040, stakeholder feedback, existing conditions and market realities. 2. Identify those areas where redevelopment could provide the greatest impact and the types of redevelopment the City should encourage at these locations. 3. Recommend ways to enhance existing buildings and properties to help those properties perform at their highest potential in a dynamically evolving community. 4. Identify and render streetscape improvements, including proposed cross-sections and pedestrian/multi-modal improvements, to help guide the City and IDOT as road improvements are implemented in the future. 5. Recommend action items the City should consider to implement recommendations aimed at encouraging new investment along the corridor. 6. Using advanced data sources and technology, identify consumer profiles and gaps/leakage aimed at attracting new retail and consumers to this corridor. 7. Complete a comprehensive SWOT Analysis of the corridor, detailing the strengths, weaknesses, opportunities and threats facing this area of the community. The Ankeny City Council recently made improving the South Ankeny Blvd. corridor one of their strategic priorities. The first step toward enhancing the appearance and improving investor confidence in this area of Ankeny is the creation of a plan to guide future land use and development. The objective of this plan is to encourage reinvestment along South Ankeny Boulevard by creating a vision for the area and to identify the appropriate land uses for the undeveloped parcels along this corridor. This plan should provide a foundation for any future zoning changes to the area, as well as provide a vision that will help improve long-term investor/stakeholder confidence along the corridor. The competitive selection process for this RFP will focus on the qualifications and prior history of performance on similar projects of each proposer and the proposer's team members, as appropriate, in accordance with the selection criteria set forth in this RFP. Thoughtful written responses to this RFP will enable the City of Ankeny to select the most qualified proposers. The total budget available under this RFP will not exceed eighty thousand dollars ($80,000) for a twelve-month contract subject to available, appropriated funds. The City of Ankeny reserves the right to negotiate all contract amounts. This project must be completed by September 30, 2024.
