The Project includes the following Work: Installation of numerous potable water mains projects using the traditional open-cut trenching methods, Horizontal Directional Drilling (HDD), and Bore methods within the boundaries of Water District No. 1 of Johnson County, Kansas, and all appurtenant work as specified for a Contract term of 1 year with the potential for extending the Contract for a second and third year with annual unit price adjustments based on the Engineering News Record Construction Cost Index (ENR CCI). Each Bid shall be accompanied by a Bid Bond (EJCDC Penal Sum Form) of 5% of the amount of the Bid. The Bid security shall be made payable, without condition, to Owner. The Successful Bidder will be required to furnish a Performance Bond and a Public Works Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract. If the Contract is to be awarded, Owner will award a Contract to the Bidder who, in Owner's judgment, is the lowest, qualified, responsible, and responsive Bidder. Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all erroneous, nonconforming, nonresponsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder or all Bids if Owner believes that it would not be in the best interest of Owner to make an award to that Bidder. Owner also reserves the right to waive informalities.
