General Work Description: The work consists of the following elements in or near the influent wet well (pump station) at Towns Water Reclamation Facility; stopping flow into the influent wet well, cleaning the wet well for work conditions, installation of a motor-operated mechanical screen within the wet well and an associated washer/compactor system near the top of the screen, installation of stainless steel channel walls and an upstream level sensor in the influent wet well, demolition of a portion of the concrete ceiling of the influent wet well structure, construction of a new topside support system for the mechanical screen with aluminum decking, construction of a new concrete pad for screen debris collection and an associated floor drain, installation of related electrical control equipment, and such other items of work necessary to complete the work. The Town has competitively procured a prepurchase agreement with the screen manufacturer for the screen equipment including: the mechanical screen, screen motor, washer/compactor unit, stainless steel channel walls, upstream level sensor, and related control panels. Questions regarding the plans and specifications shall be addressed to Garrett Broughton by email at bids@townofwindsor.com. The last day for questions is November 9, 2023. The Contractor shall possess a State of California Class A contractor's license at the time bids are received by the Town and throughout the execution of the contract. Each bid shall be accompanied by a certified or cashier's check payable to the Town of Windsor or a satisfactory bidders bond in favor of the Town of Windsor executed by the bidder as principal, and a satisfactory surety company, licensed as such in the State of California, as surety, in an amount not less than 10% of the maximum amount of the bid. The check or bidders bond shall be given as a guarantee that the bidder shall execute the contract, if awarded to him, in conformity with the contract documents and shall provide the statutory faithful performance bond, and labor and materials (payment) bond for 100% of the contract price, conditioned upon the faithful performance of said contract, said bonds to be provided within ten (10) days, not including Saturdays, Sundays, and legal holidays, after notification of the award of the contract to the bidder. The Windsor Town Council reserves the right to reject any or all bids and to determine which proposal is the lowest bid of a responsible bidder. The Windsor Town Council also reserves the right to waive any nonconformity not material to the cost of performance in the said proposals or bids. No bidder may withdraw their bid for a period of 60 (sixty) days after the date set for the opening of bids. Questions may be referred to the Engineering Department at (707) 838-5340.
