The objective of the project is to replace Moccasin aging wastewater treatment plant with a new, reliable wastewater treatment plant. The new facility includes an influent lift station and equalization basin, preliminary treatment equipment, a sequencing batch reactor (SBR) system, a chlorine contact tank, and ancillary equipment. Additionally, there will be electrical improvements to support the new system, including a new medium voltage, pad-mounted transformer and replacement of a medium voltage power distribution pole. The contract will also include the demolition of the existing wastewater treatment plant after the new plant is commissioned. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 7.00%. The LBE subcontracting requirement can only be met with San Francisco certified Small and/or Micro LBEs. The LBE subcontractor participation requirement of 7.00% is set at under 20% in consideration of the project location and the specialty nature of the scopes of work. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Site work, demolition, paving. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
