sealed bids will be received for Chlorine, as more fully described in the Bid Specifications. A certified check, cashier's check or bid bond in the amount of ten per cent (10%) of the bid, but not in excess of Twenty Thousand Dollars ($20,000.00), must be submitted with the bid, guaranteeing that if a contract is awarded the bidder shall execute the contract and deliver the bond(s) and insurance required by the bid documents. The bid bond must be written by a surety company listed on the Federal Treasury List (Environmental Protection Agency Circular 570-Surety Companies Acceptable on Federal Bonds) as required by N.J.A.C. 7:22-3.17 (g). Bidders shall submit an original of their respective bids in a sealed envelope bearing the name and address of the bidder and the words "Public Bid for Chlorine" clearly visible on the outside thereof. Bidders shall submit copies of their New Jersey Business Registration Certificates for itself and all subcontractors prior to award of a contract by the Borough. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The Borough reserves the right to reject any or all of the bids or waive any informalities therein pursuant to and in accordance with applicable law. Bids are to be submitted by regular mail or overnight delivery service, or hand-delivered in a sealed envelope, addressed to the Borough Clerk's Office and marked "Public Bid" with the name and address of the Bidder and the name of the project on the outside of the envelope. Bids will have the date and time stamped upon receipt. Bidder is solely responsible for the timely delivery of the bid and no bids shall be considered that are presented after the public call for receiving bids. Any Bid received after the date and time specified will be returned, unopened to the Bidder.
