The government requires the delivery and installation of one (1) walk-in cooler for USDA, AMS, Cotton & Tobacco program in Florence, SC. The contractor shall furnish all necessary labor, tools, and equipment in accordance with these specifications, general provisions, and all other conditions of this solicitation necessary for preventative maintenance and repairs to the listed equipment. This procurement is a Total Small Business Set-Aside in accordance with FAR 52.219-6. The NAICS code for this requirement is 333415 - Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing with a small business size standard of 1,250 employees. 1.1 Schedule Notes The facility will ensure designated space is properly prepared for the proposed work including access to electricity, water, etc. The facility will designate a primary contact for the contractor to communicate. Alternate contacts may also be provided with the authority to act on behalf of the primary contact should he/she be unavailable. The facility has a loading dock. The loading dock is approximately 150 ft. from the where the cooler will be installed. Pricing shall be inclusive of all services, supplies, and labor rendered to successfully complete the activities and deliverables in Section 2 of this solicitation. 1.2 Evaluations Factors for Award and Required Submittals The resulting award will be made to the response that is determined to be the Best Value to the federal government in accordance with FAR Part 13 where the following factors will be considered: Technical Approach - The Contractor shall provide a technical approach to specifically address the of services (installation and delivery) required within this Statement of Work. The Technical Approach shall be provided as a separate document as a part of the quotation. Experience: The Vendor must submit a minimum of two (2) but no more than five (5) separate projects within the last 5 years of the closing date of this solicitation that details experience that is similar to the and of this requirement. Vendors shall complete Attachment 2 - Vendor Experience Sheet, and submit a completed sheet for each project referenced. Past : Past will be evaluated for the projects submitted for the experience factor. The Vendor shall include complete contact information for each customer for each project submitted within the Attachment 2 - Vendor Experience Sheet. The government reserves the right to contact references to verify any information provided. In the case of a Vendor without a record of relevant past or for whom information on past is not available, the Vendor's quotation will not be evaluated favorably or unfavorably on past . Price: The Vendor shall submit their price quotation by utilizing the Attachment 1 - Vendor Quotation Form attached to this solicitation. The Vendor shall only fill in the blue shaded areas of the form. Technical factors and past , when combined, are about equal when compared to price. To be considered responsive, the quoter must submit the following: Completed SF-1449 Completed "Attachment 1 - Solicitation 12639524Q0005 Vendor Quotation Form". VENDORS SHALL COMPLETE EVERY BLUE-SHADED CELL. Completed "Attachment 2 - Solicitation 12639524Q0005 Vendor Experience Sheet". Completed Technical Approach narrative. 1.2.1 A will be held on Thursday, October 19, 2023 at 10:00 a.m. Eastern Time at 1725 Range Way, Florence, SC 29501. attendance is highly encouraged to ensure an understanding of the requirements, but is not to be considered for an award. 1.2.2 Questions Questions may be submitted to Matthew Phillips at Matthew.Phillips3@usda.gov. Questions submitted via phone will be directed to submit via email for tracking and clarity purposes. Questions may be submitted until October 23, 2023 at 12:00 p.m. CT.
