The Jacksonville Aviation Authority (JAA) has instituted an electronic submission process for the above-referenced solicitation. Questions regarding this proposal must be received by 5:00 PM (local time), Friday, October 13, 2023 for consideration. JAA has established a SBE program goal of 10%, which shall be considered as one of several specified selection criteria. All Statement of Qualifications shall be submitted in strict accordance, which may be obtained on Monday, October 2, 2023 from. This solicitation will be awarded fairly, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4). Title 49 CFR (Part 26 or 23) and/or similar regulations. Runway 18L-36R and its associated parallel Taxiway A were constructed at Cecil Airport in Jacksonville, Florida in 1951. The pavement section for both facilities consisted of 10 inches of Portland cement concrete on a 6-inch granular base. In 1958, Runway 36R and Taxiway A were extended 4,500 feet to the south, resulting in a total length of 12,500 feet. The pavement section for the runway and taxiway extensions was 11 inches of Portland cement concrete on 10 inches of limerock base. Significant damage to both the runway and taxiway pavement has occurred over the years. In 2020, the 50-foot-wide keel section of the runway was reconstructed. Multiple corrective measures ranging from spall repairs to partial and full panel replacements were made to Taxiway A in 2020 and 2021. These were considered temporary measures until a complete rehabilitation/reconstruction could be completed. The selected Engineering Consultant will provide design and construction phase services for the rehabilitation/reconstruction of Taxiway A at Cecil Airport. All design and engineering work shall comply with applicable state and local codes and ordinances and applicable Federal Aviation Administration, Florida Department of Transportation and Authority design criteria, rules, and regulations. The basic services will include, but not necessarily be limited to: 1. Preliminary Phase This phase involves those activities required for defining the scope of a project and establishing preliminary requirements. Activities within this phase include: A. Conferring with owners and sponsors on project requirements, budget preparation, finances, schedules, and other pertinent matters. B. Planning, procuring, and/or preparing necessary surveys, permits, geotechnical engineering investigations, pavement investigations, and any other engineering studies required for preliminary design. C. Developing preliminary layouts, cost estimates and project recommendations.
