The Port of Houston Authority is seeking to engage the services of one or more registered professional engineering firms with expertise on electrical distribution and communications facilities inspection and condition assessment. The general nature of services and work required includes the following: a)Perform site inspections of electrical and communications assets Port wide. Collect nameplate data and document condition of equipment by written descriptions, pictures, and testing results if available, using the forms from the FICAP manual b) Validate existing single-line diagrams and plan view drawings for electrical distribution and communications assets and update CAD drawings as required. c) Using the manual as a guide (Exhibit No. 2), develop the asset condition rating (ACR) for the inspected asset classes, broken down by hierarchy and using procedures described in the manual. d) All new FICAP inspection information, ACR calculations, and CAD Plan View Drawings must be entered into the interim FICAP Database and ultimately integrated into the Port Authority's Asset Registry Database and GIS Model Geodatabase. All final FICAP Inspection Reports and CAD Drawings (Single/One-Line and Plan View) must be loaded into the Port Authority's FICAP Share Port site. e) Using ETAP software and the existing ETAP Bayport electrical distribution model, run arc flash studies to generate updated arc flash labels for all electrical equipment in the terminal. Participate in the application of labels on equipment with PHA personnel. The method of Contractor Selection has not been Determined at this time.
