All inquiries and requests for clarifications regarding this Request for Proposal shall be submitted in the space provided in the electronic proposing file. Any response NJ TRANSIT may choose to make, will be by a written Addendum to the RFP. Any attachments, supporting documentations, and/or red-line edits to the Professional Services Agreement, emailed to the contract specialist identified in Attachment E. All such Addenda will be posted prior to the proposal submission deadline in "Section 3" of the electronic proposing file. Prospective Proposers are required to acknowledge receipt of all Addenda by signing the "Acknowledgement Receipt of Addenda form" included in the package. Failure to acknowledge receipt of all Addenda may render the proposal nonresponsive. Q&A Deadline 11/06/2023 05:00 PM EST Allows zero unit prices and labor Yes Allows negative unit prices and labor Yes The New Jersey Transit Corporation (NJ TRANSIT) is requesting proposals from qualified Consulting firms to perform Task Order Contracts under the Architectural and Engineering Design Services Program for eight (8) discipline areas (Facilities - Rail, Facilities - Surface Transit & Multimodal, Rail - Infrastructure Design Newark Division, Rail - Infrastructure Design Hoboken Division, Capital Planning - Rail, Capital Planning - Surface Transit & Multimodal, Cost Estimating and Scheduling.)Attendance at the Pre-Proposal Conference is highly recommended but not mandatory. Recipients of this RFP that do not attend may be at a disadvantage when submitting a Proposal. The Proposer must upload its Proposal prior to the hour specified so that it is included in the project download. Late Proposals will not be accepted. This platform is the only method to submit a Proposal for this project; hard copy or emailed Proposals will not be accepted. Note: To increase download speeds of submitted Proposals, a Proposal has a total MAXIMUM upload limit of 70MB. Each upload line has a maximum limit of 10 MB. NJ TRANSIT may not award a contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44 for itself and any named Subconsultant(s). Subconsultants shall not engage in the performance of any work under this contract without a valid business registration certificate. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5- 31 et seq. and N.J.A.C. 17:27 et seq. regarding Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises, in accordance with the Department of Transportation (DOT) Regulations 49 C.F.R., Part 26, shall have the maximum opportunity to participate in the performance of this contract. A twenty percent (20%) Race Conscious DBE goal has been assigned to the following disciplines: Facilities - Rail, Facilities - Surface Transit & Multimodal, Rail - Infrastructure Design Newark Division, Rail - Infrastructure Design Hoboken Division, Capital Planning - Rail, Capital Planning - Surface Transit & Multimodal. A thirty five percent (35%) Race Conscious DBE goal has been assigned to the following disciplines only: Cost Estimating and Scheduling. All proposals, contracts, laws and related documentation will be subject to the financial assistance contract between the project sponsor and the U.S. Department of Transportation, under the Federal Transit Act of 1964, as amended, based upon availability of funds. The method of Contractor Selection has not been Determined at this time.
