The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1322 14 1/2 Street. This City of Rock Island property will be undergoing rehabilitation using Illinois Housing Development Authority funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to IDHA's approval and Environmental Protection Agency (EPA) regulations. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable IDHA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. This Project will require ADA scope of work for a bathroom remodel. Remove all existing water supply lines throughout the basement. Replace with approved copper lines, sized, supported, nonlead solder, and compliant to 2014 IPC. Install a no freeze silcock in the same location as the previous. All lines will have shut offs installed before the fixtures including the silcock. Omit the existing basement make shift shower. The bathroom will be a complete gut down to floor joist and wall studs. Insulation and poly will be installed in the outside wall. Walk in shower will be supplied with shower door. New high-rise toilet installed. Wall mounted sink installed to ADA heights and specks. Grab bars shall be installed in the shower and on the outside of the shower. Basic Delta faucets for the plumbing fixtures. The entry door into the bathroom will be widen to 3'-0". The flooring in the bathroom room will be replaced with a linoleum floor or something made for wet areas, while being mindful of installing something that would be a slip hazard. Use drywall/ green board for moist areas through the entire area of the bathroom. Remove the window that will fall into the new location for the shower. Replacing outside with sheathing, house wrap and a siding color and material as closest to the panels existing. Install and vent an exhaust fan/light combo near the new shower. Install GFCI receptacles and one simple bar light over the sink. Prime and Paint the walls with a latex bathroom paint. Match the millwork as close as possible for to the Casing and baseboard existing. Add base shoe molding in the bathroom floor. Building permits required before work begins. Note: A simple sketch is attached to this bid invite. This is not to scale or set in stone. It's a guide giving the bidders a general idea of what we are looking to make this project work. Other ideas or methods in ways of meeting the objective is welcome. Bidder Qualifications & Requirements 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work.
