The "Wilmuth Avenue - Mill and Overlay" project consists of, but not limited to, 2" asphalt mill and overlay of Wilmuth Avenue from Dona Street to Wilson Street; replacement of concrete sidewalk, ADA ramps; pavement striping, speed humps and associated MUTCD compliant signage (temporary and permanent. Requests for Information (RFI) will only be accepted in written form. RFI's will be accepted until 2:00 p.m. local time on October 17th, 2023, at the Office of the Engineer to the attention of Melanie Anderson via email (MManderson@CPLteam.com) Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five percent (5%) of the amount of the bid submitted. This contract will be funded wholly or partially with federal funds, and as such, is subject to all federal rules and regulations pertinent thereto, including, but not limited to, federal policy of encouraging the participation of minority and women business enterprises as sources of suppliers, equipment, construction and services. This contract is partially funded under New York State Homes and Community Renewal, Community Development Program and is subject to the applicable clauses described in the Section 3 Policy Manual and other CDBG requirements included in the Contract Documents. MBE goal of 10% and WBE goal of 2% has been established for this project. Bidders on this work will be required to comply with Executive Orders 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents. All bids shall be binding for a period of sixty (60) days after the bid opening date. The City of Lackawanna reserves the right to reject any and all bids and to waive any informalities therein
