The City of Lynnwood (City) uses a SCADA system to monitor potable water distribution, wastewater collection, storm water collection, and the wastewater treatment plant. The Engineer will support City staff in making required upgrades and modifications to the existing system. The City's SCADA operates on central client/server Archestra version of AVEVA software with live alarm distribution through WIN911 software. Communication for the system is over a City-owned fiberoptic network. City will provide all communication engineering necessary. Field devices may include anything within the City's water, wastewater, and stormwater systems, including PRVs, wastewater lift stations, emergency generators, seismic protectors, and the complete wastewater treatment plant. Work to be performed also includes shut-down and removal of SCADA components primarily at the wastewater treatment plant. This will involve planning with Lynnwood officials, operators, contractors, and possibly vendors to create a sequence of component shut down, physical removal, and modifying integration code within the central SCADA software. At least one qualified individual representing the selected firm will need to be available 24 hours a day, 7 days a week for remote and on-site emergency work. Worksites may require (at certain times) working around untreated sewer at sewer pump stations and the City's wastewater treatment plant. Firms selected (Engineer) will receive an On-Call Task Order Master Agreement. Individual tasks will be negotiated as stand-alone assignments terminating when the task budget is exhausted, task is completed, or the task time frame has expired. The City reserves the unqualified right to reject any and all submittals received in response to this RFQ, or to waive, at its discretion, any irregularity, which the City deems reasonably correctable.
