It shall be the intent and purpose of these specifications to outline and detail the terms and conditions under which a successful bidder, (hereafter Contractor) shall provide professional (consulting) services work for the Nor-Bath Trail East Extension of approximately 1.5 miles. Attached is information relating to submitting a proposal including specific requirements, the organization of the proposal, proposal evaluation criteria, and the proposed contract. Located in the western portion of Northampton County, the Nor-Bath Trail is intended to connect the Borough of Bath to the Borough of Northampton, creating a 7-mile multi-purpose trail connection. In the Countys 2,036 acres of park and open space system, this is the only multi-municipal trail that is owned and maintained by Northampton County. The trail will connect these Boroughs through East Allen and Allen Township and make direct connections to the D&L Trail, September 11th National Memorial Trail and the Lehigh River Water Trail. In 1994 the first segment of the historic railroad line was converted into the Nor-Bath Trail. In June 2017, a 0.8 connection to the Nor-Bath Trail to the D&L Trail was completed. In 2022, 5-miles of resurfacing, bridge decking, fencing and road crossing enhancements were completed within the Borough of Northampton, Allen Township and East Allen Township. The project finished at Jacksonville Road in East Allen Township, with the anticipation of the next and final connection into to the Borough of Bath on the horizon. This final eastward connection of the trail is highly anticipated by both residents and businesses within the Borough of Bath. In addition to the potential economic impact of this trail connection to each Boroughs historic downtown, the trail corridor will also provide a safe alternative transportation route for residents within the area. A trailhead will be located at Mill Street within the easement area provided by the Bath Borough Authority. Coordination with the Authority and Keystone Cement Company will be critical as easements are in place. The trail surface and amenities will be consistent with other developed multi-use trail systems, including the seamless transition of adding to the existing Nor-Bath Trail. All areas of the trail, crossings, surface material signage and parking areas will be ADA compliant to service all members of the community. This project is partially funded by a grant from the Community Conservation Partnership, State Parks and Outdoor Recreation - ARPA administered by the Department of Conservation and Natural Resources (DCNR), Bureau of Recreation and Conservation (Bureau). These funding sources have certain requirements and standards that must be met by Northampton County and its contracted consultant. This Request for Proposals (RFP) has been prepared to meet these requirements and standards. The Bureau will monitor the project. Certain documents and drafts of documents will be subject to review and approval by the Bureau. DCNRs grant agreement number is BRC-PRD-28-326. The proposal opening will consist only of the name and address of recording respondents. Last date for questions to be submitted October 31, 2023 Following the award of the contract, official communications with the County shall be directed to the following email address: gpurchasing@northamptoncounty.org or by fax (610) 559-3100. Any addendum will be issued to all firms via Electronically should one be required. The above dates are subject to change at the Countys discretion. No communications received after October 31, 2023 will be answered. The method of Contractor Selection has not been Determined at this time.
