This contract is for construction services for remedial repairs to the 832 Building at the NC Correctional Center, 100 Carman Avenue, East Meadow, NY. These repairs include removal and replacement of all rooftop exhaust fans, removal and replacement of existing rooftop HVAC equipment, patching and repairs to the existing roofing, flashing and copings, and providing a Building Management System (BMS) connected into new controls and equipment. This project shall be administered under a Project Labor Agreement. All questions regarding this contract shall be submitted via email prior to 4:00 PM on Wednesday, November 1, 2023, to Robert LaBaw, R.A. at rlabaw@nassaucountyny.gov. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Carpenter, Operating Engineer, and/or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. Instructions to Bidders, Form of Bid Bond, Proposal, Form of Agreement, Specifications and the Plans, herein called the "Contract Documents", may be examined at the Permit Office of the Department of Public Works, first floor, 1194 Prospect Avenue, Westbury, Nassau County, New York, 11590-2723, Phone No. (516) 571-6840, from 9:00 AM on Friday, October 13, 2023 until 3:45 PM on Friday, November 10, 2023 (closed from 12:00 Noon to 1:00 PM, and on County Holidays). Contract term: 365 days The project will be sequenced in the order of priority and to limit construction access over the newly replaced / recovered roofs. Sequence as follows: 1. Housing Buildings a. Perform hose test to ensure water tightness of the metal enclosures. Repair and seal any detected leaks. b. Replace roofing of the Housing Buildings and all associated scopes as indicated on the architectural drawings. Start with Building EF and GH. c. Replace Return fans and Smoke Purge fans as indicated on the mechanical drawings. d. Replace ductwork and ductwork insulation as indicated on the mechanical drawings. 2. Gymnasium a. Replace roofing of the Gymnasium and all associated scopes as indicated on the architectural drawings. 3. Support Building a. Replace mechanical units as indicated on the mechanical drawings. b. Recover roofing of the Support Building and all associated scopes as indicated on the architectural drawings including the replacement of the parapet joint sealants. 4. General a. Perform controls upgrade of existing Building Management System as indicated on the mechanical drawings.
