The work for which consists of approximately 19,538 feet of new 12"/15"/18"/24"/30"/66"/29"x45"/42"/48"/66"/72" storm sewer, 209 structures (curb inlets/catch basins/manholes) 5,783 feet of new 2"/6"/8" water main, pavement planing/replacement, demolition of existing CSO regulator/sanitary diversion structures, new CSO regulator/sanitary diversion structures and other such work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, special provisions, and City of Columbus Construction and Material specifications set forth in this Invitation For Bid (IFB). Allows zero unit prices and labor Yes Allows negative unit prices and labor No City of Columbus MBE/WBE GOAL FOR THIS CONTRACT: 8% OEPA MBE Goal: 1.3%; OEPA WBE Goal: 1.0% All work shall be substantially complete within 546 calendar days of the Notice to Proceed, with final completion to occur within 680 calendar days. The City anticipates issuing a Notice to proceed on or about January 2, 2024. This project has been selected for financial assistance from the Ohio EPA's Water Pollution Control Loan Fund (WPCLF) Program. For this reason Federal Davis-Bacon Wage Rates and Requirements will apply - Please refer to SECTION F MISCELLANEOUS PROVISIONS for details. BID CANCELLATION AND REJECTION The City may cancel the IFB, reject any or all bids in whole or in part, waive technicalities, and/or advertise for new bids, without liability to the City and when in the best interest of the City up until the time the contract is executed by the City. The City shall have 180 calendar days from the date of the bid opening to provide the bidder a Notice of Intent to Award. During this 180 day period, the bidder agrees to hold their bid prices. QUESTIONS CONCERNING THE BID DOCUMENTS OR PROJECT Questions pertaining to this Invitation For Bid must be submitted by 5:00 PM Eastern Time on October 30, 2023 via email to DPUConstructionBids@columbus.gov. The email should reference the project number and the project name. No phone calls will be accepted. Each bid shall contain a bid bond to ensure if the bid is accepted a contract shall be executed. The resulting contract shall require a performance and payment bond. In the event there are mutually exclusive alternates listed on the bid sheet, the bid bond shall include the maximum value of the highest alternate(s) which increases the Bid. The bid bond amount shall be equal to or exceed ten percent (10%) of this total amount. Note that if the bidder submits a bid bond, the amount of said bond shall be expressed either as a percentage of the total bid or numerically in dollars and cents.
