The County, in conjunction with the California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA), is proposing the replacement of the four (4) existing structurally deficient bridges over branches of Howard Slough, each of which was individually programmed in the Highway bridge Program. The existing bridges are single-lane reinforced concrete slab bridges varying in length 40 FEET to 500 FEET and are located on a 0.75-mile segment of County Road 67 between County Road Z and Glenn/Butte County Line, approximately 17 miles southeast of the City of Willows. The replacement structures will be two-lane multi span continuous cast-in-place concrete slab bridges. The entire 0.75-segment of County Road 67 will be reconstructed. The existing County Road 67 alignment will be used for access to the Project. The total area of potential effect (APE) of the Project, is approximately 12.14 acre, see attachment D. The work to be done consists, in general, of demolition of the existing concrete bridge and roadway, construction of a new slab bridge supported on driven, precast/prestressed concrete piles, and reconstruction of the approach roadway. Complete the work within 200 working days. The Engineer's Estimate for this project is $10,250,000 Except for questions that might render the award of this contract invalid, the County will not respond to any questions submitted after 5:00 p.m. on Wednesday, November 8, 2023. Any oral responses to questions are not binding on the County. Liquidated damages of four thousand eight hundred dollars ($9,500) per calendar day will be assessed for each day of delay in completion of the work. All bids shall be accompanied by cash or a certified or cashier's check payable to the order of Glenn County Public Works Agency amounting to ten percent (10%) of the bid or a bond in said amount payable to the County as liquidated damages. Said amount shall be retained by, or said bond shall become payable to, the County if the bidder depositing same does not, within ten (10) working days after written notice that the contract has been awarded to it, enter into a contract with the County. The successful bidder shall furnish a payment bond and a performance bond, each in the amount of one hundred (100) percent of the contract price. The successful bidder, before contract award, shall possess a current Class A Contractor license. Contractor license shall be issued by the State of California Licensing Board. Failure of the bidder to obtain the required license before award of the contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. The contractor, sub recipient or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR part 26 in the award and administration of DOT-assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract, which may result in the termination of this contract or such other remedy as the recipient deems appropriate. Take necessary and reasonable steps to ensure that DBEs have opportunity to participate in the contract (49 CFR 26). Bidders are advised that Section 2, "Bidding," under subsection titled "Disadvantaged Business Enterprises (DBE)," and Section 8, "Prosecution and Progress," of these Special Provisions cover the DBE requirements Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the County in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Glenn County Public Works Agency and available from the California This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Each contractor and subcontractor must furnish certified payroll records to the Labor Commissioner at least monthly. The County is required to provide notice to DIR of any public work contract subject to prevailing wages within five (5) days of the award. The County of Glenn reserves the right to reject any or all bids and to waive any irregularities in the bidding.
