This project, located at the Hartford City Wastewater Treatment Plant, includes replacement of the primary clarifier skimmers and effluent weir troughs and plates, replacement of the secondary clarifier skimmers, effluent weir troughs and plates, return sludge troughs, telescoping valves and operators, replacement of the return sludge splitter structure, and replacement of the headworks manual bar screen. Additionally included is any miscellaneous restoration and bypass pumping in order to maintain adequate plant operation to meet required discharge limits. Any questions, comments, or requests for clarification should be made to Troy Casey, PE or Keith Bryant, PE at United Consulting. The OWNER reserves the right to reject any or all Bids, or to make such combination of Bids as may seem desirable, and to waive any and all informalities in the bidding. The OWNER may award Bids based upon selection of any combination of Proposal Form line items as well as mandatory alternatives. Bids shall be awarded to the Bidder or Bidders deemed to be the lowest, responsible, and responsive by the OWNER. A. CONTRACTOR shall furnish all labor, materials, equipment and means to construct the pipeline(s) and other Work as described in the Contract Documents and shown on the Drawings. The Work includes, but is not limited to, the following: 1. Development and implementation of process flow control measures, as required, during construction. 2. Protection of all existing utilities, including all appurtenances and service lines. 3. Guarding and protecting the work site, equipment and stored materials. 4. Installation of wastewater treatment plant equipment and all appurtenances necessary to supply a complete and operable system as specified in the Drawings and Specifications. 5. Testing as specified in the Drawings and Specifications. 6. Site cleaning and maintenance on a regular basis such that all activities are completed and left in a workmanlike manner each day. 7. Installation and maintenance of all required erosion control facilities, materials and practices. 8. Maintenance of street or other surfaces as required. 9. Restoration of paved surfaces, when disturbed or damaged. 10. Ground restoration, planting and watering. 11. Submit schedules, shop drawings, pay applications, record drawings and other required paperwork. 12. Compliance with all permitting agency requirements including IDEM and the OWNER. 13. Provide and install all equipment and materials required for complete, functioning systems. 14. Coordinate with existing utilities and services and relocate as necessary. 15. All construction staking, lay-out and surveying required for the work. B. The above general outline of principal features does not in any way limit the responsibility of the CONTRACTOR to perform all Work and furnish the required materials, equipment, labor and means as shown or required by the Contract Documents. C. Materials, equipment, labor, etc., obviously a part of the Work and necessary for the proper operation and installation of same, although not specifically indicated in the Contract Documents, shall be provided as if called for in detail without additional cost to the OWNER.
