The work done under this contract consists of furnishing all necessary labor, material, and equipment to rehabilitate sewer pipelines and manholes by installing cured-in-place pipe liners and polyurea or cured-in-place manhole liners, and all incidental items necessary to complete the work as described herein. The construction work includes but is not limited to the installation of cured-in-place pipe (CIPP) lining of approximately 4,019 lineal feet of 27-inch dimeter and 36-inch diameter sanitary sewer, rehabilitation of approximately 9 manholes, and all ancillary work as required to complete the project. Mainline CCTV video inspections are available for the pipes to be lined as part of this Project. Bidders may request videos by contacting Kierstyn Lorince at kierstyn.lorince@stcharlescitymo.gov. A weblink will be provided for viewing. The existing sewers on this contract are metal pipes, some with interior asphalt coating. Any loose pieces of asphalt coating will need to be removed prior to lining. Partially detached lining shall not protrude more than two inches into the pipe compared to adjacent surfaces following installation of the CIPP liner. The existing sewers flow up to half-full in dry-weather. The Contractor shall conduct necessary bypass pumping and furnish and supply appurtenances for the same. Any debris and grit cleaned from the sewer may be deposited at the Missouri River Wastewater Treatment Facility located at 2500 N Main Street as directed by plant staff. Disposal hours are 7:00 AM to 3:30 PM, Monday through Friday. Decant water from debris to the extent practical before depositing debris at the facility. It is the intent that payment under the unit and lump sum items as set forth in the proposal shall include all labor, material and equipment necessary to construct the work as shown in the exhibits and as specified. No additional payment will be made for construction of the work shown and specified. The Owner may, as the need arises, order changes in the work through additions, deletions or modifications without invalidating the Contract. Compensation and time of completion affected by the change shall be adjusted as described in Section 2.5.05 of the General Conditions. Existing sewer and manhole information is provided below. This information is based on records available at the time this document was prepared and is for bidding purposes only. All manhole and pipe properties must be verified by the Contractor prior to construction. The City reserves the right to require the bidders to provide proof of the ability to properly finance and execute the Project together with a record of successful completion of similar projects. The City reserves the right to reject any and all bids or to advertise for new bids. The City reserves the right to defer the acceptance of any bid and the execution of a contract for up to one hundred twenty (120) days after the date of bid opening. The successful bidder shall execute the Project contract and deliver all bonds and other required documents by the date stated in the bid award. The successful bidder shall furnish a performance and payment bond for one hundred (100%) percent of the contract amount and shall provide certificates of insurance and insurance policy endorsements for workers' compensation, commercial general liability, auto liability, property damage and other policies of insurance as stated in the bid specifications and in the amounts stated therein for the therein stated policy periods. An additional separate guarantee performance bond in the amount of 10% of the contract amount shall be delivered at time of contract execution to guarantee satisfactory performance of the work completed for a period of two (2) years after the date of acceptance of the work. All questions will be received until 3:00 p.m. local time on October 25, 2023 at which time no additional question will be addressed. A Pre-Bid Conference will not be conducted for this Project. The work will be completed and ready for final payment within 180 calendar days after the date when the Contract Times commence to run as provided
