The SHA hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority/ disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information or disability in consideration for an award. Minority/ Disadvantaged business enterprises are encouraged to respond to this solicitation. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Description: The project is to replace Bridge No. 2200400 on US 13 Business over East Branch of the Wicomico River in Salisbury, Wicomico County, Maryland. The existing bridge is a two-span laminated timber bridge carrying four through lanes (two northbound and two southbound), one left turn lane, and sidewalks on both sides. The proposed bridge will be a one-span prestressed concrete slab bridge, supported by concrete abutments on driven H-piles, with a 55' span length. The proposed bridge will carry the same clear roadway, with the addition of a shared-use hiker/biker path on the east side. The proposed bridge will tie into the easternmost beam which was constructed in a previous contract, and the eastern parapet will be demolished and re-constructed to meet the latest requirements. The four through lanes will be maintained throughout construction using a four-stage construction sequence. The project will also include drainage, roadway re-surfacing, and sidewalk improvements along US 13 Business from East Carroll Street to Calvert Street, and traffic signal work at East Carroll and East Main Streets. Pre Bid Conference: A Pre-Bid Conference will not be held for this contract. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The SHA reserves the right to reject any and all bids. Pre Bid Conference: A Pre-Bid Conference will not be held for this contract.
