Pursuant to Chapter 103D, HRS, bids for the project "KIHEI WWRF Equipment Storage Building -Phase I, County Job No. WW21-13", will be received on the basis of Multi-step Sealed Bidding. For the unpriced first phase, technical offers referred to as the "Request for Qualifications" documents shall be submitted as instructed on Section 00200 "Bidder's Statement of Qualifications", otherwise these documents shall not be opened or considered. "Request for Qualifications" documents received after the date and time stated above will also not be considered. The County will evaluate submitted Requests for Qualifications and will notify bidders of their qualification's acceptance or rejection by the date and time stated on Section 00200. These decisions will be final. The project consists of construction of a 50 ft x 70 ft partially enclosed structural steel building on new reinforced concrete foundations at the Kihei WWRF. Bidders must be qualified in compliance with Section 103D-310 of the Hawaii Revised Statutes. Bidders shall be licensed in accordance to Chapter 444, HRS, relating to the licensing of Contractors. The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS. No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the County of Maui in the manner, form, and amount required in Section 103D-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total of the bid submitted. Bidders must correctly prepare and submit the documents listed in Section 00300, Proposal. Work under this contract includes furnishing all labor, materials, equipment, and services required for concrete rehabilitation at various wastewater reclamation facilities, consisting of the following major elements: 1. Excavation for fifteen (15) foundations. 2. Construction of fifteen (15) reinforced concrete spread foundations. 3. Fabrication and erection of one (1) Structural steel building 70ft x 50ft x20ft high. 4. Painting and coatings. 5. Installation of Roofing and Siding metalwork for building 6. Site Restoration and miscellaneous site work
