Introduction The City of Belleville, Illinois (population 42,404) is the county seat of St. Clair County and is located approximately 10 miles southeast of St. Louis, Missouri. The City is seeking a developer to complete the rehabilitation of a single-family home at 107 East 'D' St. in the east end of Belleville. The historic two-story, four bedroom, 1,300+ square foot property (with full basement and 400 square foot attic) is vacant, in disrepair and currently uninhabitable. The property was built in 1900 and is located within the Hexenbuckel Historic District. Scope of Project The City is seeking proposals from qualified, experienced developers for the rehabilitation of the property for use as a single-family residential home. This property is located in an A-1 Single- Family Residential Zoning District and may be sold or leased to a tenant for use as a single- family residential home only. The home sits on a 0.22-acre parcel (08-22.0-302-012) at the northeast corner of East 'D' St. and North Jackson St. in Belleville, Illinois. The selected developer must purchase the property from the City of Belleville for the sum of $1.00. The developer must agree to comply with all existing and applicable Federal, State, County and Local laws and ordinances. The selected developer must enter into a development agreement with the City of Belleville that will determine the responsibilities of each party. The property is located within the Hexenbuckel Historic District and exterior improvements are subject to the Design Review Request process per the Historic District Design Guidelines/ Policies & Procedures Manual. The property is located within the Belleville Enterprise Zone and the project is eligible for the exemption of State and Local Illinois sales tax on certain building materials that are incorporated into the property. The property is also located in the City's Tax Increment Finance (TIF) District #3.
