This is a notification that the City of Deerfield Beach intends to award the purchase of Programmable Logic Controller (PLC) units and supporting hardware for Water Plant Operations to AWC, Inc. AWC, Inc. is the sole source factory authorized supplier of Siemens Automation in the State of Florida. The Programmable Logic Controller (PLC) units are components for SCADA/telemetry communications with off-site equipment such as raw water production wells and storage tanks. Prospective vendors are asked to provide information regarding their ability to provide the products and services described herein. The existing licensed 900Mhz radio system consists of 21 remote transmitting units (RTU) communicating to the master radio station at the City of Deerfield's West WTP. Presently the radio system is inoperable and has reached its EOL. As such it is desired to replace and deploy a redundant remote communication system consisting of licensed radio and new cellular communications technology. Concurrent to this project is a treatment plant facility wide upgrade by AWC (Siemens distributor and integrator) for the current PLC control system. This upgrade will afford better opportunities to integrate new licensed radios with current cellular and network edge technology offerings. It is desired by the City to implement a redundant communication solution consisting of these technologies standardized on a common platform. Improving reliability, security, redundancy, speed, throughput, and resiliency are the primary goals for the upgrades to the wireless communications systems. Various industry standard solutions have been compared and it is recommended to implement a hybrid system that has both cellular and 900MHz capabilities within a single edge connected router. The various material items required for this solution, including the necessary PLC hardware. The recommended PLC hardware for the remote sites is the Siemens S7-1200 which is aligned with the current PLC hardware provided by AWC.
