The City reserves the right to reject any or all submittals or to waive any formality or technicality in any submittal in the interest of the organization. The purpose of this solicitation is to identify the most qualified and cost-effective professional design firm to provide PS&E to rehabilitate the City's three (3) above ground welded steel reservoir tanks at the Hillcrest Reservoir Site. The focus of this project is to review inspections reports to develop a prioritized list of repairs. Additionally, the Consultant shall provide a proposal to develop a Tank Maintenance Plan as a roadmap for the long-term maintenance of these important assets. Consultant is expected to provide an itemized scope and schedule in the proposal. The items to be evaluated include, but are not limited to: Condition of steel on the interior and exterior of the tank. Corrosion on any exposed reinforcing materials. OSHA safety compliance of tank ladders and hatches. Conditions of all penetrations. Percentage of coating failure and corrosion on all coated surfaces. Test adhesion of exterior coatings. Measure Dry Film Thickness of exterior coating. Condition of foundation and anchors All questions associated with this RFP shall be submitted in writing to Javier Garcia, Assistant Engineer using e-mail, addressed to: jgarcia@groverbeach.org. All questions shall clearly identify that they are in association with this RFP. Deadline for submitting questions is 2:00 p.m. on Thursday, October 19, 2023. Answers to questions will be posted as an addendum at least 72 hours prior to the proposal due date.
