This contract will provide for the upgrade of three traffic signalized intersection, and the installation of a new traffic signal. The City of Richmond is accepting bids for the construction of four traffic signals to provide general contracting services that include but are not limited to removal of existing traffic signal equipment, relocation existing signal equipment, installation of traffic signal poles, conduits, junction boxes, wireless communication, traffic signal heads, pedestrian signal indicator (countdown), signage, sidewalk, wheelchair ramps, pavement markings, and other traffic related equipment. The City of Richmonds Department of Public Works Transportation Engineering Division (TED) operates and maintains 480 traffic signalized intersections. The City of Richmond has secured funds to upgrade three signalized locations with aging traffic signal mast arm poles, and one location where a warrant analysis concluded a signalized intersection is needed. The project provides construction services for the upgrade of the signalized intersections at: Broad Street @ Commonwealth Ave Forest Hill Ave @ Bainbridge St/Broad Rock Rd Main Street @ 21st Street and installation of new traffic signal at: Cumberland Street @ Laurel Street Bidders choosing to submit bids through hand-delivery should allow extra time for delivery of bids. The Owner may require bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation to the Department of Procurement Services, 900 E. Broad Street Room 1104, Richmond, Virginia 23219. The person submitting the request shall be responsible for its prompt and actual delivery by October 25, 2023, by 5:00 PM. The City of Richmond reserves the right to negotiate with the selected bidder in order to best serve the needs of the City, in respect to both cost effectiveness as well as comprehensive program design. The undersigned further agrees to complete the work as bid within 360 consecutive calendar days after Notice to Proceed which includes 14 days for inclement weather, and 30 days for equipment testing period. As the time allotted for the completion of the Work is of the essence, if the work is not completed within specified time for the completion of the Work, there shall be deducted from the contract price, not as a penalty but as liquidated damages, $600 for each and every calendar day of delay in the completion of the work beyond the time specified, subject to all the terms of the General Conditions.
