The Port of Alaska Modernization Program seeks a Project Control Services Contractor to review and analyze cost and schedule submittals and review cost and schedule requirements for new contracts, among other duties, pertaining to the Port of Alaska Modernization Program. Contract period will be for one year with two one-year renewal options. The Municipality of Anchorage is developing an internal oversight structure for the Port of Alaska Modernization Program (PAMP) to ensure that MOA policy and objectives are met. Currently, this team consists of a Program Director and a Project Engineering Manager. There is a need to add a Project Controls Services Contractor position to assist the Project Engineering Manager. The Project Controls Services Contractor will use Primavera P6 to review and analyze cost and schedule submittals, participate in ongoing working meetings to assess progress and understand potential impacts to the Program. The core duties and responsibilities of the MOA Project Controls Services Contractor are to regularly review the Master Schedule prepared and maintained by the MOA's Program Manager Consultant (PMC), monitor progress of the work, evaluate alternatives considered for resolving issues as they arise and make final recommendation to the Project Engineering Manager and Program Director for approval of any changes to the Master Schedule. The Project Controls Services Contractor, in consultation with the PMC, will review and assess the work plans included in the project schedules and cash flow/forecast plans, using Primavera P6. In addition, for contracts that are directly managed by MOA, the Project Controls Services Contractor will require schedule and budget updates from these contractors to ensure consistency with PAMP requirements as defined in the Master Schedule and program budget. The Project Controls Services Contactor will also assist with documentation and reporting is support of Federal and State grant reimbursements.
