Project includes replacement of approximately 130 lead services from the water main to 1-foot beyond the interior building foundation wall; connection to existing interior infrastructure; installation of new corporation stops with service saddles where applicable, new copper tubing, new curb stops, and appurtenances on both public and private property; complete restoration of public and private property to pre-construction conditions. Each bid must be accompanied by a bid security of CASH, CERTIFIED CHECK, or BID BOND issued by a responsible bank or trust company licensed to do business in the State of Massachusetts in the amount of 5% of the total bid. Upon award, a bond of an amount equal to 100 percent of the total amount of the bid with a surety company satisfactory to the Town, as surety, will be required for the faithful Performance of the contract and the Payment for all labor and materials used in the work. Such bonds shall be prepared on forms provided by the Owner and supplied by a surety company licensed to do business in the Commonwealth of Massachusetts. Attention is directed to the minimum wage rates to be paid as determined by the Department of Labor and Workforce Development under the provisions of Massachusetts General Laws, Chapter 149, and Sections 26 to 27 D inclusive. Federal Minimum Wage Rates as determined by the United States Department of Labor and the Davis-Bacon Act also apply to this Project per SRF requirements. In case of discrepancy between state wage rates and Federal wage rates, if any, the higher wage rates shall apply. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid under the resulting construction Contract. The goals for this Project are a minimum of 4.20 percent D/MBE participation and 4.50 percent D/WBE participation by certified DBEs. The two lowest responsive Bidders shall submit completed DBE forms (EEO-DEP-190C & EEO-DEP-191C and DBE Certification of United States Citizenship form) by close of business on the third business day after Bid opening. Failure to comply with these requirements may render a Bid non-responsive. No waiver of any provision of the D/MBE & D/WBE Requirements will be granted unless approved by the MassDEP. Questions will be received until October 19, 2023 at 5:00 p.m. The Contractor shall start the work under this Contract on written notice from and on date set by the Owner. The Contractor shall start the work on the date set by the Owner and shall continue, without interruption, to completion with all the practical dispatch and regularity. Work is to begin in or around December 1, 2023. Priority locations shall be substantially completed by September 16, 2024 and completed in full by October 15, 2024. All work to be completed during normal business hours of 7:00 AM to 5:00 PM. All work to be done with minimal to no impact to office and administrative operations being held. Liquidated damages in the amount of $500.00 per day shall be enforced for every day that the project is not complete past the date of substantial completion and final acceptance.
