Board of Education of School District No. 43 (Coquitlam), hereinafter referred to as the "Board" or "School District #43", of its intent to contract with the following Vendor for the provision of a ten (10) classroom, 2 story, permanent building addition with an elevated covered walkway, storage rooms, utility rooms, resource rooms and washrooms for Scott Creek Middle School, Coquitlam, BC. The contract will be for the construction, delivery and installation plus general contractor construction services to provide a pre-fabricated, detached, permanent, 2 story non-combustible addition with a minimum 50 year service life building including site preparations and foundation work, removal of various portable classrooms currently on site to facilitate construction, and other miscellaneous supporting building and civil works. The Board has chosen not to proceed with a competitive process to achieve the required timeline and innovative approach to build prefabricated exterior walls and roofing and interior walls while preparing foundations on site. The unique approach is part of a pilot project by the Ministry of Education and Childcare to add more capacity to our schools. This approach utilizes multiple products offered by School District #43 pre-qualified contractors / suppliers who have previous experience with the district providing the same services as have been identified as required for this project. EXO has past experience building non-combustible, prefabricated, permanent school additions and has a proven track record completing projects in a safe manner. EXO is providing construction services for this project. EXO has the resources available and necessary to assist with the custom design of the building and then fabricate/construct the building off site based on the custom design while performing site preparations that include building of a concrete slab and pile supported foundation designed to resist seismic events and other geotechnical and BC Building Code requirements for permanent buildings. Floor to floor separations will be fire rated and there will be an interior interconnect stair between levels. Construction of an elevated, exterior, covered walkway between the existing school building and the new additional building is required. Construction of the walkway will require modifications to the existing school building to interface with the new walkway. The permanent, prefabricated building will provide ten classrooms, washrooms, storage and utility space, and resource rooms with a gross floor area of approximately 1,220 square meters. This method of construction provides an expedited timeframe over conventional construction. The building will have a minimum 50-year service life. The building will be custom designed to suit the dimensional constraints of the site and the functional and shape requirements of School District #43. All building systems and interior finishes (i.e.: flooring, ceilings, lighting, millwork, door hardware) will be of institutional quality and expected to meet the standards typically provided for new construction permanent structures within the district. Exterior finishes such as color, features and materials will be custom designed to satisfy the needs of School District #43 and the site. HVAC systems will provide ventilation and independent temperature control of all spaces and HVAC controls will interface with the existing building automation system in the main school building. Plumbing, sprinkler, electrical power, fire alarm, security and low-tension systems will be extensions of existing infrastructure in the main school building and require routing through the existing finished school and out to the new building. Maintenance methods are expected to be of the same standard/level of effort required in typical new construction permanent structures within the district. Several supporting site works are expected including civil services to accommodate the new building footprint, reconfiguration of existing access roads and curbing and modifications to the existing parking lot to provide additional parking spaces. Work will take place adjacent to an active and occupied middle school and exterior play area with a limited amount of construction and laydown area available. Project safety will be critical. Workers will need to have Ministry Criminal Record Clearances for working with children and vulnerable adults in accordance BC Criminal Review Act and other applicable Provincial requirements. Work will need to be conducted in accordance with environmental constraints dictated by the site conditions. Target project completion and occupancy of the two-story addition is for the start of the 2024/25 school year, subject to permitting and other Authority having jurisdiction approvals
