a) The intent of this Agreement is to provide water chemical treatment and water softener maintenance service programs in order to: ensure proper due diligence in industry standard best practice and legislative compliance prolong the life of the equipment and minimize breakdowns maintain reliability, high efficiency and conserve energy and resources identify and repair any concerns in a timely and cost effective manner to ensure all systems are operating at 100%. b) Water chemical treatment and water softener maintenance services shall include, but is not limited to: Preventative Maintenance (PM), on a scheduled basis: Periodic inspection and specified services Demand Maintenance (DM), on an as-required prior approval basis: Trouble shooting, repairs and replacements Supply of parts and materials including but not limited to chemicals Emergency services Other related services, as requested by the Region, above and beyond PM services, such as acid cleaning services on boilers, heat exchangers, and condensers. c) This RFT is issued by the Region of Halton on behalf of the following organizations utilizing these services: Energy Fleet and Facilities (EFF) - Facilities Services, including various departments, buildings and facilities within the Region as identified in the Tender. EFF manages a portfolio of facilities consisting of: Halton Regional Centre Long Term Care (LTC) homes Woodlands Operations Centre (WOC) Halton Region Paramedic Services (PS) Halton Community Housing Corporation (HCHC) buildings and residences. HCHC manages a portfolio of family, single, and seniors residential properties of varying sizes and building types including: Single family homes Semi-detached homes Row housing Low-rise apartments Mid-rise apartments High-rise apartments Halton Region Public Works (PW), manages a portfolio of buildings and facilities within the Region, including: Water Purification Plants (WPP) Halton Regional Police Service (HRPS) manages a portfolio of buildings and facilities within the Region, including: Police Headquarters Police Division facilities d) Each organization shall issue a separate purchase order under the Agreement, with the service requirements of EFF and HCHC overseen by Energy, Fleet and Facilities. e) This Agreement does not include services associated with construction projects. f) The Contractor shall supply all of the necessary certified, qualified, competent and skilled staff, and materials, parts, supplies, plant, equipment, transportation, tools and services necessary to complete the work as required and as requested by the Region, at the rates provided on the Schedule of Prices, throughout the Term of the Agreement, as herein described. g) The Contractor shall be an established company providing similar services, fully prepared and sufficiently staffed with a dedicated maintenance team equipped and able to complete all of the scheduled Preventative Maintenance services The Agreement shall commence on November 1, 2023 (upon award) and shall continue for a three (3) year term ending October 31, 2026, subject to yearly Board/Council approval of current and future budgets, as applicable.
