Bid Alternative 1 - Ultra-Violet Disinfection Isolation and Bypass Valves. Bid Alternative 2 - Scum and Sludge Suction Valves. Minimum Contractor Qualifications for General Contractors: The Bidder, as a company, shall have experience as a general contractor in the successful construction of at least two mechanical municipal wastewater treatment plants within 5 years prior to the bid opening date. At least one of these projects shall have a minimum construction contract amount of $4,000,000 and a minimum treatment capacity of 1.0 million gallons per day. Submitted bids that do not meet the above minimum contractor qualifications will be cause for rejection. Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. Bidders are required to comply with Davis-Bacon prevailing wage requirements. Bidders on this work will be required to comply with Title 40 CFR Part 33- Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications.
