This notice, together with the following sections, comprises the Request for Proposals (RFP) for this project. Responses to the RFP must be submitted according to the instructions contained herein. Written Questions All questions and/or inquiries regarding the RFP shall be submitted in writing on or before 4:00 P.M. on October 17, 2023, and directed to: Albert Mendoza, PE Deputy Director of Public Works / City Engineer E-mail: amendoza@lahabraca.gov Proposals, and amendments to proposals, received after the date and time specified above shall be returned to the Consultants unopened. Consultants are requested to submit written statements of technical qualifications and describe in detail their proposed work plan and schedule for completing the work specified in the RFP. Consultants are required to comply with all applicable federal and state laws, and equal opportunity laws and regulations Proposals shall be considered firm offers to enter into a contract with the City of La Habra and perform the work described in this RFP for a period of ninety (90) days from the date of submission. The City reserves the right to accept or reject any or all proposals, waive any informalities or irregularities in the proposals, request additional information or revisions to the proposals, and to negotiate with any or all Consultants. Any contract award shall be to a firm that submits the most comprehensive and cost-effective proposal based on the City's evaluation criteria set forth in this RFP.
