The Project consists of rehabilitating existing sanitary sewers and manholes, including but not limited to the following: utilizing Cured-In-Place Pipe Lining (CIPPL) to rehabilitate sanitary sewer pipes, including cleaning and televising; rehabilitating defective sanitary manholes; and performing point repairs on sanitary sewer pipes. Opinion of Probable Cost $1,606,000 Bidding Documents may be downloaded from the designated website. Prospective Bidders must register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the agent of the Issuing Office. The Offices of the Owner or the Engineer will NOT have any bidding documents available for sale. Each Bidder must be a Bidding Documents Holder, as defined in Article 1 of the Instructions to Bidders. Pursuant to R.C. 153.01 et. eq., the Bid must be accompanied by an original sealed document in the form of a Bid Bond for the full amount (100%) of the Bid, OR by a certified check, cashier's check, or irrevocable letter of credit equal to ten percent (10%) of the amount Bid, drawn on a solvent bank located in Pickaway County and payable to the Treasurer of Circleville, Ohio, as surety that if the Bid is accepted, a Contract will be entered into and its performance properly secured. Should any Bid be rejected said surety shall forthwith be returned to the Bidder and should any Bid be accepted such Bid Bond, certified check, cashier's check, or letter of credit will be returned to the Bidder upon proper execution and securing of the Contract. No Bidder shall be considered a responsive and responsible Bidder or eligible to be awarded the Contract to which this Notice or Bidding Documents apply if the Bidder is listed on the Auditor of State's Database as having a "Finding of Recovery" as that term is defined in R.C. 9.24. No Bidder shall be considered a responsive and responsible bidder or eligible to be awarded the Contract to which this Notice or Bidding Documents apply unless the Bidder has completed a certification that the Bidder is in compliance with R.C. 3517.13. A copy of the certification is included in the Bidding Documents and must be submitted after the Bid. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. Bids shall be subject to the conditions that the right is reserved to hold Bids for a period not longer than ninety (90) days after date of Bid Opening and/or to award the Contract at any time during said period. The successful Bidder will be required to execute the Contract within ten (10) days after the award of the Work to him/her, and he/she shall furnish acceptable Bond or Surety, if not filed previously to the satisfaction of City of Circleville for the faithful performance of said Contract in the sum of one hundred percent (100%) of the total amount of the Bid. In case of failure to execute the Contract as stated or to furnish Bond and/or Surety, the Bidder shall be considered to have abandoned the Contract and is then liable for the difference between his/her Bid and the next lowest Bid, not to exceed ten percent (10%) of the amount Bid. Each Bid must contain the full name of every person or company interested in the same. Bidders must comply with prevailing wage rates on Public Improvement Projects in Pickaway County, Ohio as established by the Department of Industrial Relations of the State of Ohio. This shall occur regardless of any contractual relationship which may be said to exist between the CONTRACTOR or any Subcontractor and such employee. All Contractors and Subcontractors involved with the Project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, CONTRACTOR compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES. Attention is also called to the fact that a Non-Collusion Affidavit must be signed by the Bidder and that the Successful Bidder must sign a statement concerning Delinquent Personal Property Taxes in accordance with Ohio Revised Code Section 5719.042. The Contract Times will commence running as indicated in the General Conditions. Contract Times for completion and provisions on liquidated and special damages, if any, are indicated in the Agreement.
