Request for Qualifications (RFQ) from Fire Protection Contractors Contractors must submit questions through the Public Purchase web site, using the instructions below. Questions must be submitted 10 (ten) days prior to the closing date till October 7, 2023 Any questions concerning this matter may be referred to PrevailingWage@dllr.state.md.us State Legislature passed a bill that states if you receive $3MM in grant funds or more for construction projects, spend over $1MM per year during the construction period, a specific MBE goal will be assigned to the project by the state. As of now, that bill has not been signed and is not required for this project; however, if the bill is signed prior to the closing date of this proposal, it will be enforced. As of now, the county makes a good faith effort to meet a 10% MBE goal and the state 29%. We encourage the use of MBE/DBE firms The existing Fire Alarm System identified for phased removal consists of the following: o Six networked fire alarm control panels. o The panels are located in Buildings A, K, LRC, N, P, and T. o The main fire alarm panel is located in Building A. o All campus building fire alarm control panels are interconnected and report to the system in the fire command center located in the County Maintenance Shop in Building M. o Electronic components for the fire alarm panels are obsolete and replacement parts are no longer being manufactured. o Evacuation Strategy: Total Campus Evacuation - Upon activation of any fire alarm initiating device in any building, all campus buildings evacuate. o Initiating Devices o Manual Pull Stations located at all building exits. o Smoke Detectors Located throughout the buildings even where they are not required by codes. Located on the high atrium ceiling in Building A which makes required annual inspection, testing and maintenance difficult. o Heat Detectors o Sprinkler System Tamper and Flow Switch Monitoring o Carbon Monoxide Detectors - None o Notification Appliances o Wall mounted loudspeakers and strobes. o Locations are such that sound levels and visible alarm signals do not comply with Americans with Disabilities Act o Door Hold Opens for Fire Rated Doors - Devices are obsolete. o Fire Alarm Graphic Annunciator Panels (maps) at Building Fire Department Entrances are obsolete. The proposed new Fire Alarm System identified for phased installation will include: o Eight networked fire alarm control panels. o The panels will be located in Buildings A, C, K, LRC, M, N, P, and T. o All campus building fire alarm control panels will be interconnected and report to the system in the fire command center located in the County Maintenance Shop in Building M. A floor plan will automatically display the device in alarm on the workstation monitor in the Maintenance Office and also on mobile devices for maintenance and security personnel. o Evacuation Strategy: Total Campus Evacuation - Upon activation of any fire alarm initiating device in any building, all campus buildings evacuate. o Initiating Devices o Manual Pull Stations located at all building exits. o Spot-Type Smoke Detectors - Located only where they are required by codes. o Air Sampling Smoke Detection System Air inlets will be located on the high ceiling in the atrium in Building A. The smoke detector will be located in a room where it is easy to reach for required annual inspection, testing and maintenance. o Heat Detectors o Sprinkler System Tamper and Flow Switch Monitoring o Carbon Monoxide Detectors will be located in rooms with fuel-burning appliances o Notification Appliances o Wall and ceiling mounted loudspeakers and strobes. o Located so that sound levels and visible signals will comply with the Americans with Disabilities Act o Door Hold Opens for Fire Rated Doors o New up-to-date Fire Alarm Graphic Annunciator Panels (maps) will be installed at Building Fire Department Entrances
