This is a Sources Sought announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the General Services Administration (GSA) to facilitate the decision-making process. The intent of this Sources Sought Synopsis is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. 10/11/2023 This Sources Sought Synopsis is one facet in the Governments overall market research regarding whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research. The GSA is seeking Small Business, SBA certified 8(a) Business, SBA certified HUBZone Small Business, Women-Owned Small Business, and/or Service-Disabled Veteran-Owned Small Business sources with current and relevant experience, personnel, and capability to self-perform General Construction to construct the renovations of the Internal Revenie Service (IRS) Office located at 651 West 14th Street, Suite F, Panama City, FL 32401. PROJECT SUMMARY: This project will be a Design Build for the design and construction for the renovations of the IRS leased office space. The intent of the renovations is to remove the existing raised flooring and install new flooring, convert some office space into storage rooms/file area, convert existing breakroom into an office, convert the existing restroom into a new breakroom, install power and data to new cubicles in the open office area, create a new interview room, waiting area, and conference room at the suit entrance, and paint the entire suite. The project shall be limited to buildout in proposed building space, with limited alterations to the existing building to accommodate spatial and equipment needs. Limited work shall be done to the mechanical systems to ensure proper ventilation and to accommodate system zoning work where necessary. Work shall include but is not limited to selective demolition of existing materials to accommodate the consolidated layout and new rated and non-rated partitions, doors, hardware, ceiling grids, light fixtures, new workstations/furniture, and coordination of existing building systems with installation of new electrical, communication, audio-visual, and mechanical systems. The goal is to create a complete cost-efficient remodel of the Panama City IRS Office to improve space and energy efficiencies. To accommodate this new design, the DB Contractor shall be responsible for producing a complete buildable set of construction documents that incorporates security, accessibility, architectural, electrical, mechanical, telecommunication, audio-visual, and fire life safety upgrades as necessary. The Project includes both Design Stage Services and Construction Stage work, all to be performed by the DB Contractor. Submission Instructions: Please submit capability statements as a single PDF attachment to Melissa Amacher at melissa.amacher@gsa.gov no later than November 3, 2023, 4 PM Central Time. Within your capability statement please address the following: 1. Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and/or Women-Owned Small Business concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 2. Bonding Capacity: Provide your suretys name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3. Experience: Submit a minimum of three (3) and maximum of five (5) recent specific Government or commercial Design Build Projects your firm has self-performed to demonstrate your experience that are similar in nature to this project. Submit at least two (2) self-performed relevant Design Build Renovation projects with a value of $300K or higher. For each of the projects submitted for experience evaluation, please include the following: title and location award and completion dates contract value type of work for overall project and type of work your firm self-performed customer information including point of contact, phone number, and email address whether the work was performed as a prime or subcontractor type of contract (Design/Build, Design-bid-build) narrative project description - description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed The Method of Contractor Selection has not been determined at this Time.
