Project Description This project will resurface the existing pavement of 47th Place W (federal grant) and 106th Street SW (nonparticipating) with HMA from Harbour Pointe Boulevard to 47th Ave W, approximately 0.42 and 0.18 linear miles respectively. The road sections are two-lane roadways, with a typical roadway width ranging between 31 to 36 feet. This project may also evaluate and repair deeper structural section distress prior to the HMA overlay. Existing roadway pavement markings will be replaced, and utility lids (sewer, water, gas) are expected to be adjusted to grade. In addition, the project will retrofit existing curb ramps and add a new RRFB crosswalk that will comply with current ADA requirements It is anticipated that the environmental documentation under NEPA will be Categorical Exclusion (CE). Acquisition of Temporary Construction Easements may be necessary. Scope of Work The Scope of Work will include, at a minimum, the following elements: 1. Project Management 2. Public Outreach (Optional) 3. Site Assessment o Pavement Evaluation and Design 4. Environmental Permitting and Documentation 5. Right of Way - Temporary Construction Easements (if required) 6. Engineering and Design o Surveying and Base mapping o Utility and WSDOT Coordination o Plans Specifications & Estimate with review at 60% and 90% o Final Construction Documents 7. Ad Ready Documents & Bidding Support 8. Construction Management & Inspection (Optional) The above scope lists optional services and services if required that are included in the selection process. The City may choose to contract with the Consultant for optional phases or scope at the discretion of the City that are listed above. The selected firm will need to have the resources that will enable it to complete tasks quickly and be extremely responsive. The firm will need to be able to accomplish this work independent of City staff support, other than oversight by the City's project manager. The City's project manager will lead the overall process and will be the nexus through which all public involvement and agency coordination occurs. The City of Mukilteo reserves the right to reject any and all responses to this RFQ and to waive any informality in the interests of the City. To clarify, it is not our intent for you to create an elaborate SOQ. Please keep submittals to seven (7) 85x11 (letter) size pages, or less, one (1) 11x17 page may be substituted for one 8.5x11 page. Selection Process A committee of City personnel will evaluate and rate the proposals using the following criteria: 1. Can meet the short design timeline to meet construction obligation deadline of June 1st. 2. Experience of Project Manager/Team Leader 3. Demonstrated ability to keep projects on time and within budget 4. Responsiveness and effectiveness 5. Project team experience with pavement overlay projects; 6. Project team experience with federally funded projects; 7. Project team member qualifications; 8. Environmental Permitting and Documentation 9. Familiarity with FHWA standards and the WSDOT LAG Manual; 10. Ability to apply creative solutions to complicated projects and the approach to this project; and, 11. Demonstrated ability to communicate and work effectively with the public, City staff, and regulatory agencies.
