Purpose and Scope: The University of Tennessee at Martin is seeking bids for service and maintenance service for fire extinguishers. All service and maintenance must be in accordance with NFPA 10 guidelines. Number of Awards: The University intends to award this solicitation to one (1) respondent, unless the University deems it to be in its best interest to award to fewer, or more, respondents. The University retains sole discretion over this decision. The University may cancel this solicitation at any time for any reason. The University’s decision to cancel the solicitation is within the University’s sole discretion. Property damage: The respondent will be held responsible for any damage to the University’s property caused by performance under the contract. If any damage is caused by respondent, the property shall be restored to its original conditions as required by the University. References: Each bid should include three references of projects similar in scope and magnitude. Do not use the University or employees of the University as references. Include at least 1 similar University/College project. Attach sheet. Financial Liability – The University may increase the maximum financial liability upon successful negotiation with supplier during the term of this agreement. Schedule: Note the University reserves the right to change these dates. All times are quoted in Central Time. Instructions: Respondent must submit their bid electronically through the University’s electronic procurement system. Respondent’s proposed cost must remain firm for a period of at least 120 days from the submission deadline. The University will not accept late bids. Questions: Respondents may ask the Office of Procurement Services questions in writing via email to the email address listed above in the “Communications” subsection prior to the submission deadline. In the event that a respondent communicates with the Office of Procurement Services verbally, the respondent understands that verbal communication is non-binding, and respondent further acknowledges the only official communication about this solicitation is written communication. Respondent understands that it must not rely on verbal communications with the University. The initial term of the agreement resulting from this solicitation will be from November 1, 2023, to October 31, 2028. There will be no renewals for this solicitation. Question Deadline 10/06/2023 at 5:00 PM CT. The University currently has approximately 1000 fire extinguishers. The types of fire extinguishers include ABC, CO2, ZFC and Water Under Pressure. The bidder must tag, replace tamper seals and examine all fire extinguishers per NFP A 10 guidelines. Bidder must be able to perform maintenance work on all fire extinguishers used by the University. Bidder must perform an annual inspection, six and twelve-year maintenance service as required, along with other refills and service as needed. The annual inspection is to be completed each year by the end of August. Monthly inspections will be conducted by University Personnel. Bidders must have technology capable of predicting the next years estimate for the cost for performing the annual inspection, 6-year maintenance, and 12-year Hydrostatic test of all extinguishers. Bidder response: Bidder must be able to provide services as needed subject to the Universities yearly schedule. Bidder response: Bidder must assign a dedicated representative to the University that will be responsible for our account and contact during the term of this agreement. Bidder response: Bidder must be able to inspect, tag, service or any other required specification without any assistance from the University. University personnel will not help move, inspect, tag or gather items for supplier. Bidder response: Supplier must bring own personnel to do work. University personnel will only open doors and escort as needed.
