DESCRIPTION OF WORK: The City of La Palma is requesting bids for the construction of City Hall Railing and Sidewalk Improvements in the City of La Palma. The City is requesting proposals to remove the existing City Hall pre-cast concrete railing while retaining the existing steel posts, construct new light-weight concrete pre-cast panels from the original designs and install to the existing posts. Remove and replace of city specified existing reinforced concrete sidewalks panels, existing exterior painted cementitious window copings and repairing of all cracks and spalls as noted around City Hall walkways. Replacement of landscaping with associated modifications to the irrigation systems as required. All work to be completed per the project plans and specifications and proper off-site disposal of all existing pre-cast concrete railing and walkways SUBSTITUTIONS AND QUESTIONS: Contractors requesting to offer substitutions shall provide all product substitutions and questions by 4:00 PM, October 06, 2023, approximately six (6) days prior to bid for consideration by the City prior to Bid. Substitutions will not be considered by the City after the deadline noted above Question & Substitution Response Deadline:October 10, 2023, 4:00pm COMPLETION OF WORK: The City is scheduling the award of contract on November 7,2023 with the contractor to submit contracts, bonds and insurance certificates and submitted to the City within ten (10) calendar days. The project shall be two (2) phases; Phase 1 - the construction of the pre-cast panels allowing 3-6 months for this phase, then Phase 2 - the removal and installation of new pre-cast panels and sidewalk construction which is to be completed within THIRTY (30) calendar days (Monday - Friday), as stipulated in the written Notice to Proceed issued by the City Engineer. Failure to complete the Work within the time set forth herein will result in the imposition of liquidated damages for each day of delay, in the amount set forth in Section 39 of the General Provisions. BONDS: Pursuant to the Instructions to Bidders, each proposal shall be accompanied by cash or by a cashiers or certified check or by a bid bond in the amount of ten percent (10%) of the amount of the bid price payable to the City of La Palma as a guarantee that the bidder, if his or her proposal is accepted, will promptly execute the contract, secure payment of workers compensation insurance and furnish a satisfactory faithful performance bond in the amount of one hundred percent (100%) of the total bid price and a labor and material bond in the amount of one hundred percent (100%) of the total bid price. CITY'S RIGHTS RESERVED: The City of La Palma reserves the right to reject any and all proposals or bids, including the bid of a bidder who has been delinquent or unfaithful in any former contract with the City of La Palma, or to waive any irregularities or informalities in any bids or in the bidding, should it deem this necessary for the public good. No bidder may withdraw his or her bid for a period of sixty (60) days after the date from the opening thereof.
