The Project includes the following Work: Base Bid General, Civil, Structural, Architectural, Process, Mechanical, and Electrical for the 2022 New WTP Improvements: Base Bid consists of all work required for the construction of new 750-gpm groundwater treatment plant utilizing a horizontal pressure filter for iron and manganese removal. Work generally includes installation of the following: 7,000 sf building; 150,000 gallon reservoir; 750 gpm horizontal pressure filter with associated appurtenances and chemical feed equipment; three high service pumps; wiring and electrical equipment for power supply, lighting, controls, and communications; standby generator and fuel storage; three new groundwater wells and associated raw water pipeline, approximately 2,000 feet of 8-inch and 10-inch transmission pipelines, and all work including discharge pond, exterior lighting, concrete, restoration, and seeding. Alternate 1 Additional 750-gpm Horizontal Pressure Filter Alternate 1 consists of the work required to install an additional 750-gpm horizontal pressure filter. Work generally includes: 750-gpm horizontal pressure filter and associated appurtenances, additional chlorine feed equipment, and additional electrical and controls. Alternate 2A - Additional Water Storage Alternate 2A consists of the work required to increase the Base Bid storage by 250,000 gallons of finished water storage (total of 400,000 gallons). Alternate 2B - Additional Groundwater Wells, Pumps, and Transmission Pipeline Alternate 2B consists of the work required to install an additional: two groundwater wells and raw water pipeline, two high service pumps, and approximately 1.5 miles of transmission pipelines. Bids are requested for the following Contract: 2022 New WTP Improvements. Bids will be received for a single prime Contract and consist of all labor, skill, and materials required to properly construct the Project. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: Advanced Engineering and Environmental Services, LLC (AE2S) 1815 Schafer St. Suite 301, Bismarck, ND 58501 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Additional Bidding Requirements Each Bid shall be accompanied by a certified check or bank draft payable to the order of the BDM Rural Water System in an amount equal to five percent of the total bid. A bid in the amount equal to ten percent of the total bid will be accepted in lieu of a certified check or bank draft. Surety for bid must be authorized to do business in the State of South Dakota. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principals and a contractors as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a check, bank draft, or will be considered. No Bid will be read or considered which does not fully comply with the above provisions as to . Any deficient Bid submitted will be returned to the Bidder unopened. This project may be partially funded using American Rescue Act (ARPA) funds. Refer to the Instructions to Bidders section of the specifications for ARPA requirements. Bidders on this Work will be required to comply with the Presidents Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act (EPAs 8% statute); Public Law 101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) (EPAs 10% statute), encouraging recipients to award construction, supply, and professional service contracts to minority and womens business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised that the Workforce Participation Goals are 1.3% for Minority and 6.9% for female participation in each trade. The fair share objective of this project is 1% MBEs and 4% WBEs. Bidders on this Work will be required to comply with Public Law 115-232 Prohibition of Certain Communication Technologies. - and related acts provisions apply to this project. All provisions relative to those acts must be met. The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriation Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
