Proposals must include the following information: The selected contractor will be responsible for all phases ofgeneral program administration and compliance under the Town's direct supervision for approved projects, including but not limited to project administrative activities, drawdowns and reporting, Section 3, Fair Housing and Equal Opportunity, and Davis Bacon wage rate compliance. The Town of Portland requests proposals from qualified firms or individuals for professional and technical services required to administer two Small Cities Community Development Block Grants for the following programs. 1. Continued administration ofthe 2019 Homeless Diversion Program 2. Closeout ofthe 2020 COVID grant for improvements to the Portland Senior Center. The right is reserved by the Town ofPortland to reject any or all proposals, to waive informalities or defects in proposal, to make such extension as may be necessary in order to review the proposals and to accept the proposal(s) that in the judgment ofthe Town ofPortland, will be in the Town's best interest. Selection will be based on Small Cities experience and any other factors deemed to be in the best interest ofthe Town. a) Detailed information ofthe firm's background and experience in Federal/State funding, specific Small Cities CDBG Program experience is required. b) Key staff assigned with resumes; c) Proposed fee approach including a list ofper diem rates by job category.
