The Town of Ogunquit is seeking qualified vendors to bid on pre-demolition hazardous materials abatement at the Ogunquit Village School (OVS). The OVS (31 School Street) is an approximately 8,200 square foot, two-story school building on a 0.6-acre parcel identified by the Town as Map 006 Plat 050. The Site building was reportedly constructed in 1920 and the most recent renovation date is unknown. The building consists of wood-frame construction with an asphalt shingle, gable-style roofing system. Typical interior finishes include resilient floor coverings, carpeting, gypsum wallboard, and plaster walls & ceilings. The Town approved a new Municipal Campus to be built on/near the site of the existing OVS. Prior to demolition all hazardous materials need to be abated. As part of a space needs analysis conducted by Context Architecture, Fuss & O'Neill, Inc, conducted a Hazardous Building Materials Inspection Report on the OVS and Dunaway Community Center. That report is labeled Attachment I in the RFP documents. Bids should be generated based on the abatement needed for OVS; ignoring the Dunaway Community Center. In addition to all noted Hazardous Materials noted in Attachment I, and additional Hazardous Materials identified during the abatement must also be remediated. Areas that could not be tested at the time include: Intrusive or destructive investigative techniques were not performed at the Site to access and to observe concealed or inaccessible areas that may contain suspect ACM (per Client's request). Hard enclosures or obstructed areas observed at the Site include, but are not limited to, the following: - Roofing Systems/Layers; - Voids behind Exterior Facade; - Vapor/Moisture Barrier under Floors or on Concrete Foundations; - Wall Cavities; - Pipe Chases; - Spaces above Fixed Ceilings; - Underneath Layered/Raised Flooring; - Beneath Window/Door Frames; - Areas behind & within Mechanical Equipment; and - Walk-In Safe at the Dunaway Center Fuss O'Neill did not conduct subsurface investigations to identify concealed suspect materials throughout the subject properties. Typical work to be performed consists of asbestos and lead removal, transportation, and disposal. Although there are aspects for performance that require specialized training and certification, these services do not require professional engineering services. Awarded firm (Contractor) will be required to follow abatement and/or industrial waste specifications, and local, State, and Federal regulations when handling these materials. The firm selected must have environmental monitoring and an asbestos and lead based specification plan. Additionally, vendor must monitor, test, and record all work that is done according to all applicable laws and regulations; and certify that the building is free of hazardous material prior to demolition. This solicitation is being conducted in accordance with the provisions of Maine General Laws and the by- laws adopted by the Town. Any resulting contract will be strictly awarded in accordance with the requirements of this solicitation and the instructions contained herein. The Town Manager acting through the Board of Selectmen has been authorized as the contracting entity for the purposes of this project and shall oversee all contractual obligations on behalf of the Awarding Authority. Questions and clarifications shall be submitted in writing no later than October 09, 2023, at 11:00AM to Anthony DiLuzio (Adiluzio@ogunquit.gov). There is no expressed or implied obligation for the Town to reimburse the responding firms for any expenses incurred in preparing proposals in response to this request. Proposers shall examine all information and materials contained in and with this solicitation. Failure to do so shall be at the proposer's risk. The Town of Ogunquit reserves the right without prejudice to waive any informalities or irregularities in the proposals received, or to reject any-and-all proposals, wholly or in part.
