The task order process will consist of the County contacting and requesting services for a specific project. The contractor will then develop a detailed scope and budget for each request. When the scope and budget is agreed upon a task order will be issued that includes the budget and date of delivery. Any changes to the cost, scope of work or schedule must be agreed upon by the Contractor and the County in writing. Cowlitz County is hereby soliciting proposals to establish pricing materials testing services. Services will include various types of materials testing for County projects, including but not limited to roadway, water, sewer, solid waste, stormwater and parks. The project will include but is not limited to testing services, often on short notice, related to construction material inspection, sampling, and field and accredited laboratory testing of various materials including but not limited to, soil aggregate, hot mix asphalt, and concrete in accordance with applicable state and federal guidelines and American Society for Testing Materials (ASTM) specifications, as well as associated documentation and report writing. Services may also include some specialized inspections including structural metal welding, and material composition analysis. The County intends to award one (1) agreement to provide services outlined in this RFP. The RFP Coordinator is the sole point of contact in the County for this procurement.
