The parking lot is located at 2727 Rodd St, Midland, MI 48640 The City of Midland and the County of Midland through their Joint Building Authority (JBA) own the Law Enforcement Center (LEC) jointly. The project is being bid and managed by the County; however, the JBA will be the contract holder. For the remainder of this document the term "Owner" refers to the entities noted above. Submission of Proposals: o Bid proposals must be submitted in a sealed and clearly marked envelope with the name and address of vendor/bidder, date and hour of opening and name of project on the envelope. o Any proposal received after the advertised deadline shall be returned to the bidder unopened. This applies to bids sent by mail as well as those delivered. o Any vendor/bidder may withdraw his bid by written request at anytime prior to the advertised time for opening. o Telegraphic and email proposals are not acceptable and telephone, telegraphic and electronic amendments or withdraws will not be accepted under any circumstances. o Negligence on the part of the bidder/vendor in preparing the proposal confers no rights for withdraw of the bid after it has been opened. o Proposals received prior to the deadline will be securely kept unopened. No responsibility will attach to an officer or person for the premature opening of a proposal not properly addressed and identified. o There may be one or more amendments to this Request for Proposal. These amendments will be posted on the Midland County website Questions relating to bid procedures should be addressed to Denise L. Mason, Procurement & Contracts Administrator via email at dmason@co.midland.mi.us. o Questions relating to bid specifications should be in writing to Kevin Beeson, Facilities Manager via email at kbeeson@co.midland.mi.us. o Questions (and answers) will be shared with all known bidders via direct email along with posting to the above-described website. Contents of Bid Package: o Proposals must be submitted on printed forms furnished by Midland County. Voluntary alternates or additional product information may be attached to the bid form if necessary. o Please include one (2) printed originals and complete PDF copy of your bid proposal. o Proposals must contain bidder's complete name, address, telephone, email address, and facsimile numbers. The proposals must be signed in ink and stated by an authorized representative of your company. o All questions on the bid response questionnaire must be answered in detail. o All erasures or corrections to pricing information must be initialed in ink. Midland County is soliciting proposals from qualified vendors to remove and replace all asphalt surfaces at the Midland County Law Enforcement Center located at 2727 Ashman St, Midland, MI 48640. The attached sketches show the rough boundaries from our aerial photography. The total area encompasses approximately 56,000 square feet. o Contractors shall remove and haul away all existing asphalt within the areas defined in the attached photograph. o The two security gates have a buried inductive loop in front of the exit. Use reasonable caution when removing asphalt in these areas. We have new loops that we will install prior to placing the leveling course. o Remove and replace two catch basins with new structures (complete). These are both located in the "public" parking areas. o Remove and replace 150' of 6"x24" concrete curb. Match existing. Primarily in the SW corner of the lot closest to Nickels Street. o Fine-grade base to ensure proper drainage o Asphalt shall be 13A mix o Two layers: 2.0" leveling course followed by 1.5" top course in all areas. o Paint striping shall be included in the base bid. Stripes to be as existing. o If deficient areas are uncovered, contractor shall immediately contact Kevin Beeson at (989) 859-1754 to discuss needed corrections or repairs o This is an active building in use 24/7/365. Contractor needs to coordinate work with owner to allow the continued use of and access to the facility.
