Question Deadline 10/06/2023 at 6:00 PM PT proposer shall submit any questions through the City of Fremonts online bidding provider at web site and All responses to questions will be posted on Periscope Holdings. The primary purpose of this Request for Proposals ("Request") is to solicit proposals from qualified providers/developers ("Proposer or Proposers") of electric vehicle (EV) infrastructure for one (1) single-port or dual-port battery assisted EV fast charger at the Police Department Campus (2000 Stevenson Blvd) for the City of Fremont ("the City"). The City may choose to award this Project to two (2) separate Proposers. This approach enables the City to assess the performance and efficiency of charging station(s) from two different battery-boosted charger manufacturers and may inform future procurement decisions. The City may choose to expand this Project to include additional EV chargers at other City facility locations. The scope of this Proposal includes design and installation, procurement of materials, permitting, installation, interconnection, and all associated documentation, maintenance, and warranties. Proposer should propose one (1) single-port or dual-port EV charger station, along with necessary associated pedestal, hardware, and electrical infrastructure to enable a turn-key installation. City may either purchase outright the EV charging station(s) or consider other financing options, such as, for example, having the EV charging station(s) financed, owned, and operated by the manufacturer under a separate agreement (such as a Charging as a Service Agreement). To achieve the best value for the City, various financing options will be considered so that the City can select from appropriate choices including, but not limited to, direct purchase, charging as a service, and other cost-effective options recommended by the Proposer. The Project is intended to support four (4) primary goals: 1. Reduce the City's environmental impacts, including greenhouse gas emissions 2. Utilize Battery-Boosted EV charging capabilities at the Fremont Police Department Campus to reduce peak utility rate cost impacts of fast charging 3. Utilize the facility's limited existing switchboards to avoid the need for electric service expansion 4. Account for off-grid EV charging capabilities during a power outage or Public Safety Power Shutoff (PSPS) To achieve these goals, Proposers are expected to complete four (4) primary objectives: 1. Designing and permitting Battery-Boosted Electric Vehicle Fast Charging Infrastructure at Fremont Police Department Campus
