The Manchester Water and Sewer Department's Cross Connection Program is responsible for protecting the water system from potential backflow contamination by conducting annual and 5-year cross connection surveys, and by providing annual backflow device testing on installed devices. The Department tests over 1,080 Devices, consisting of Double Check Valve Assemblies, Pressure Vacuum Breaker and Reduced Pressure Principle Devices, and provides review and recommendations for projects that may require new devices within the Town. The Department submits the Cross Connection Survey Report Summary (CCSR) to meet the regulations set forth by the CT Department of Public Health (DPH). The Project includes, but is not limited to, Invitation to RFQ/RFP, Instructions to Bidders, Supplementary Instructions to Bidders, RFQ/RFP Form, Standard Form of Agreement Between Owner and Contractor , General Conditions of the Contract for Construction , and Supplementary General Conditions of the Contract for Construction. The Town reserves the right to award the contract to the contractor deemed to be in the best interests of the Town for the Project after review of the submissions received, not based solely on cost or any other specific factors. The testing and documentation must be completed by December 31, 2023, and the annual report submitted for review and signature, prior to the March 1, 2024 deadline. The backflow services will include managing and scheduling appointments, providing transportation to the testing sites, providing fully calibrated testing equipment, and tools to perform these duties Question Deadline 09/29/2023 at 4:00 PM ET
