The Town of Swanzey (the Town) is soliciting proposals from qualified firms (Contractors) for the design, supply, and installation of a system of air source heat pumps for the Town Hall building 620 Old Homestead Hwy The Town anticipates selecting the successful Contractor by the end of October 2023. Work to be completed upon a schedule mutually agreeable to the Town and the successful Contractor before December 31, 2023. If an acceptable schedule cannot be agreed to the Town may award the contract to another Contractor. The proposal pricing shall include all labor, insurance, materials, leasing of any staging or special equipment and all other such costs that the Contractor will incur in order to offer the Town a complete price proposal fee to complete the work in a satisfactory workman-like manner. Materials must be approved by the Town prior to use and proposed alternate materials should be listed on the Cost Proposal Sheet. If any additional carpentry or additional work is identified by the Contractor the Town shall be notified immediately and prior to any additional work being done. Additional work may be done by the Contractor on a cost plus materials basis once approved in writing. All work to be performed to the satisfaction of the Town Code Enforcement Officer. Any questions regarding this project should be directed to The Town of Swanzey Code Enforcement Officer, Mike Jasmin at 603-352-7411 xt.105 or code@swanzeynh.gov The Town of Swanzey reserves the right to reject any or all proposals or accept the proposal the Town deems to be in its best interest, regardless of the lowest proposal amount. The Town reserves the right to request additional data or information or a presentation in support of written proposals, however the Town may award a contract based on the offers received, without additional submissions. The proposal should be submitted on the most favorable terms, from all aspects, which the contractor can submit. The Town reserves all rights to negotiate with the contractor of its choice based not solely upon cost, but on the qualifications and ability of the contractor to perform, consistent with the Towns intent, requirements, time schedule, and funds availability. The Town further reserves the right to: Not award a contract for the requested services; Waive any irregularities or informalities in any proposals; Accept the proposal deemed to be the most beneficial to the public and the Town; Negotiate and accept, without advertising, the proposal of any other company in the event a contract cannot be successfully negotiated with the selected firm; and Retain products submitted by companies for its own use at its sole discretion. All work to be performed on the Swanzey Town Hall; 1. Structure: a. Assess conditioning load requirements (load requirements to be included in the proposal) b. Design / establish placement, in general terms, the placement of system heads. c. Supply all materials required for system installation. d. Supply all required licensed sub-contractors information, i.e. license and insurance information. e. Required equipment left exposed shall match to the greatest extent possible the color of the exterior. f. Submit full informational packet for units being proposed including installation manual, warranty information and the like. 2. Electrical: a. Per manufacturers installation requirements. 3. Protection and Clean Up: a. All walks, floors, or other surfaces and items not to disturbed by the work being performed, shall be carefully protected from being damaged.
