Reference Number cb-9272-15591223 ECCC requires the Contractor to be responsible for service related to loading and unloading supply trays in the Vaisala Automated Radiosonde Observing System AS41 as indicated in Appendix 1 to Annex A as well as perform checks on the system when the AS41 has an error, either a jam or debris in the loading tray during launch times 11:15UTC and 23:15UTC. The Contractor must provide the identified services in accordance with select paragraphs in the ECCC Automated Radiosonde Observing System (ARLS) using Model AS41. All services conducted in connection with the performance of this contract must be in accordance with the Site Operator User Manual of the Vaisala Automated Radiosonde Observing System and all revisions including those which take effect during the course of the contract. LOCATION OF THE WORK The work must be performed at the ECCC Pickle Lake Upper Air Station located: Pickle Lake Airport, ON POE 3A0 (Lattitude 51 26 53 N 90 13 08 W). The work cannot be performed remotely. The Contractor or contract resource must respond to ECCC requests within 12hrs. The Contractor is responsible for transportation to and from the site. ECCC will not reimburse any travel or lodging cost. By signing the contract, the Contractor commits that he will have staff on site to execute the work identified in the contract. 1. Summary Environment and Climate Change Canada has a requirement for a Contractor to provide service and preventative maintenance to the Vaisala Automated Radiosonde Observing System located in Pickle Lake, Ontario. The Work is to be performed during the period of April 1, 2024 to March 31, 2026 plus 3 option year periods of one year. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price. 2. Security There are security requirements associated with this requirement. For additional information, consult Part 6 - Security and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. 3. Integrity Provisions Bidders must provide a list of names, or other related information as needed, pursuant to section 01 Integrity Provisions of Standard Instructions 2003. 4. Service Requirements For services requirements, bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 4 of Part 2 of the bid solicitation. 5. Trade Agreements The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the Canada–Chile Free Trade Agreement, the Canada–Colombia Free Trade Agreement, the Canada–Honduras Free Trade Agreement, the Canada–Korea Free Trade Agreement, the Canada–Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement, the Comprehensive Economic Free Trade Agreement [CETA], the World Trade Organization - Agreement on Government Procurement [WTO-AGP], the Comprehensive and Progressive Agreement for Trans-Pacific Partnership [CPTPP] and the Canada-Ukraine Free Trade Agreement. 6. Social Procurement Environment and Climate Change Canada supports the Government of Canadas social and economic objectives, including increasing the participation of businesses from under-represented groups in government procurement opportunities. As such, bidders owned or led by Canadians from under-represented groups, such as women, LGBTQ2+ persons, persons with disabilities and persons from visible minorities are encouraged to submit a bid to this opportunity. 7. Debriefings Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. 8. Official Languages Environment and Climate Change Canada provides procurement services in both official languages. Bidders may submit a bid in the official language of their choice. ECCC requires the Contractor to perform limited preventive maintenance on the AS41, as per the Vaisala Automated Radiosonde Observing Manual
