The Project includes the following Work: The work shall consist of installation of approximately 1,415 LF of 6" and 3,025 LF of 8" PVC sanitary sewer pipe, 325 LF of 6" and 3,895 LF of 8" DIP sanitary sewer pipe, 69 sanitary sewer manholes, 185 LF of 16" steel casing bore & jack, relining 975 LF of 6-inch and 6,935 LF of 8-inch sanitary sewer line, raising 10 existing manholes to grade, replacing 85 manhole frame and covers, 365 VF of manhole lining, surface restoration, reconnection of existing lines and all other necessary appurtenances. Bids are requested for the following Contract: Village of Cadiz North Trunk Collection System Improvements - Phase II The Issuing Office for the Bidding Documents is: E.L. Robinson Engineering Company 5088 Washington Street West, Charleston, WV 25313 Project Manager: Jack Ramsey, P.E., Office: (304) 776-7473, Email: jramsey@elrobinson.com Bidders may examine and/or obtain the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m. Bidding Documents also may be examined at: Village of Cadiz Office, 128 Court Street Cadiz, OH 43907 Checks for Bidding Documents shall be payable to "E.L. Robinson Engineering Company". Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Checks for Bidding Documents shall be payable to "E.L. Robinson Engineering Company". Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standard Provisions and the Federal Davis-Bacon Prevailing Wage Rates for Harrison County, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price. This construction of this project will be funded in part with funds made available from the Federal Government through the US Army Corps of Engineers Section 594 program. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). This procurement is subject to the EPA policy for Disadvantaged Business Enterprises (DBE) utilization. As stated in the Instruction for Bidders, DBE Forms 6100-2, 6100-3 and 6100-4 must be completed and included with the Bidder's required bid documents. If a Bidder isn't planning on using any sub-contractors, then he/she shall mark "N/A" in the appropriate locations on the forms. If a Bidder is planning on using a sub-contractor(s), but is below the DBE participation goals, then he/she shall include documentation of good faith effort to involve DBE firms and include such documentation with the required bid documents. This project is subject to NEPA requirements of HUD. Bids cannot be accepted until the project meets NEPA requirements. Note that the bid hold time is 90 days. "Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications." Bid security shall be furnished in accordance with the Instructions to Bidders.
