No bid shall be withdrawn after the opening of the proposals without the consent of Board of Directors of the East Chicago Department of Waterworks for a period of forty-five days after the scheduled time of closing bids. This project generally consists of providing all materials, equipment and services necessary for the construction, installation and testing of a new 400 Hp VFD, new cable and conduit, new differential pressure switch, pressure tap, pressure gauge and copper piping. The Operations Building is located at 3455 Pennsylvania Avenue. All proposals shall be sealed in an envelope, addressed to the City of East Chicago, IN, attention: Winna Guzman, Director. The name, address and phone number of the bidder and the name of the project shall also appear on the outside of the envelope. Proposals must be submitted on the forms provided by the Engineer. Contractors must purchase bid documents and be shown on the Bidder's Plan Holder List in order to bid. Bids received from contractors who are not in the Bidder's Plan Holder List will be rejected. A certified check/bank draft drawn on a solvent bank, payable without condition to the East Chicago Department of Waterworks, orabid bond in an amount not less than ten percent (10%) of the bid shall be submitted with each proposal as a guarantee that, if the proposal is accepted, a contract will be entered into and the performance of the contract is properly secured. A Performance Bond and Payment Bond, each in a sum equal to one hundred percent (100%) of the amount of the bid with sureties to be approved by the East Chicago Department of Waterworks, must be furnished by the successful bidder. All bids or proposals shall contain an offer to furnish bonds upon acceptance of such bid or proposal. Contractors and Subcontractors shall conform to the requirements for public works, I.C. 36-1-12 and I.C. 5-16-1. Contractors shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and the State of Indiana Department of Labor. Copies of these wage rates are incorporated in the Contract Documents. Bids will only be received from qualified contractors. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the East Chicago Department of Waterworks their best interests will be promoted thereby.
