The UMass Chan Campus hosts a variety of patrons including patients, visitors, students, faculty and staff, contractors, and outside vendors. To better serve various patrons of the Campus, the PARCS replacement project is designed to provide many benefits and solutions that address shortfalls within the existing system(s). The goal of the project is to provide a state-of-the-art singular cloud-based Central Management System (CMS) platform and supporting hardware that provides a scalable, cohesive, multi-tier management solution that streamlines the campus parking operations, management, permitting, access, and revenue control. This centralized solution will offer scalability and integrate with existing control systems and payroll for seamless operation. The campus has many systems that will be replaced and, if feasible, hardware salvaged for inclusion in the new system. The selected vendor will be responsible for delivering a fully integrated, cloud-based Parking, Access, Revenue, and Control System that caters to various user types, garages, and lots. The system must offer real-time and historical reporting capabilities while accommodating dynamic and complex pricing structures based on user types, peak hours, and other variables. The purpose of this Request for Proposal (RFP) is to solicit Vendors for a Solution based PARCS system with supporting personnel and response teams to provide design-assist services in order to work with the awarded contractor for construction, coupled with hardware and CMS implementation with the capability to perform the requested services and provide and install materials, equipment and systems set forth in this RFP in an expeditious and economical manner to further the University's interests. UMass Chan requires a turnkey commercial-off-the-self cloud hosted solution in which minimal software configuration or setup is required other than defining specific functionality related to operational use of the system. Exhibits included with this RFP are inclusive and shall be used in the development of the Vendor's proposal. Components of the RFP shall become the basis of the contract documents.
