The State of Colorado, Department of Military and Veterans Affairs (DMVA) is soliciting the submittal of proposals from firms to provide Construction Management/General Contracting(CM/GC) services for a new Colorado Army National Guard (COARNG) Field Artillery Readiness Center located in Westminster, Colorado. The project will construct a 25,526 SF Readiness Center for a Field Artillery Line Unit. The primary Facility items on the 1390/91 also include a 3,453 SF Unheated Storage Building, a 300 SF Controlled Waste Facility, a 110 SF Flammable Materials Building, and 1,000 SY of Rigid Pavement for the Motor Pool. Site work also includes POV lot, utility extensions to the building, sidewalks, grading retaining walls and storm water handling. Anti-terrorism and force protection measures will be incorporated into the project, including stand-off distances, bollards, perimeter security fencing, and access-controlled vehicle gates. Recent NGB requirements are for the facility to be 100% electric, with no gas. This facility will be built on State owned land. The entire parcel size is 30 acres. The new Readiness Center will be constructed on a portion of the land parcel. DD forms 1390/91 list the Field Artillery Readiness Center total construction cost at approximately $20.0M The Department of Military and Veterans Affairs anticipates using a Construction Manager/General Contractor (CM/GC) approach to project delivery. A Guaranteed Maximum Price (GMP) and an updated project duration schedule will be established by the Architect/Engineer and the Construction Manager/General Contractor in conjunction with the Department of Military and Veterans Affairs. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the Architect/Engineer and the Department of Military and Veterans Affairs throughout the planning, design and construction phases of the project. Construction is estimated to commence in early 2026. The process to be used in the selection of the CM/GC is comprised of two steps. STEP I is the Submittal of Prequalification as described in Section II (D). STEP II is the Oral Interview/Cost Proposal as described in detail in Section III. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with Construction Management/General Contracting will evaluate responses to this RFP for both STEPS. Upon completion of the evaluation of the Submittals of Prequalification, a minimum of three (3) but no more than five (5) firms will be invited to the oral interviews. Sealed fee proposals will be required only from those firms who are interviewed and are to be submitted as indicated in this RFP. Both qualifications and cost will be considered in the final ranking of firms with qualifications given 70% of the value of the weighted criteria and fees for the Cost/ Proposal given 30%.. The schedule of events for the RFP process and an outline of the schedule for the balance of the project is as follows: Interview Short List Announced January 11, 2024 Sealed Proposal Due (Evaluation and Award: Step II) January 17, 2024 Oral Interviews January 17, 2024 Selection Announced January 19, 2024 Negotiation of CM/GC Contract January 19, 2024 Contract Approval (projected) March 1, 2024 Anticipated Design Start January 10, 2024 Anticipated CM/GC Start March 1, 2024 Anticipated Construction Start/Finish Start: Early 2026 Finish : Mid 2027 Mandatory Pre-Submittal Conference (10:00 AM) December 12, 2023 NOTE: This is a secured facility, allow up to 15 minutes for entry. Use entrance on west side of facility along Revere Parkway. Owner initiated changes to this RFP will be issued under numerically sequenced email addenda. Addenda generally consist of the following items: a. Clarifications b. Scope Changes c. Time and/or Date Changes Respondents must acknowledge all issued addenda in their submittal and proposal. 2. Respondent initiated email requests for clarification will be received any time on or before to 15 December 2023 at 11:00 AM. All State responses will be issued by email addenda on or before 19 December 2023 at 4:00 PM. The State reserves the right to reject any or all proposals on the basis of being unresponsive to this RFP or for failure to disclose requested information.
