The work to be contracted includes extension of John Adams Parkway starting just east of the Sandcreek and running east to connect with the existing John Adams Parkway. The extension of John Adams includes the installation of storm drain facilities, sewer and water lines, asphalt, and curb and gutter. This work will also include the extension of Curlew Drive from First Street to the new John Adams Parkway. The extension of Curlew Drive includes only a 24' asphalt street section and installation of storm drain facilities, and future water and sewer connections. This work also includes the construction of a single-lane roundabout at the intersection of the new John Adams Parkway and Curlew Drive. In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package. The Owner will also consider whether the bidder is a responsible bidder. The City reserves the right to award the bid by line item, groups of line items, or all line items, to the responsive, responsible bidder based on the extended price, as provided on attached Bid Tabulation Sheet. Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall submit such information as deemed necessary by the Owner to evaluate the Bidder's qualifications. All bids must be signed and accompanied by evidence of authority to sign. Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to the City of Ammon as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders. All contractors submitting bids are required to have a valid Idaho Public Works Contractors License and to include the license number on the Bid Form where indicated. The City of Ammon reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the City of Ammon.
